Call for Formation of Terrorists Special Tribunal Welcomed
[Tolo News] President Karzai's senior legal advisor has called the call for formation of a special court for snuffies justifiable and timely.

Yesterday the front man for National Directorate of Security (NDS) urged formation of a special tribunal for terrorists.

NDS Spokesman Lotfullah Mashal said that there are lenient articles in the penal code that can avoid gunnies to face required punishments.

"During the government of Dr Najibullah there was a special tribunal for Mujahedeen. They would hang Mujahedeen memebers right after their capture. There should be a similar tribunal for terrorists," Mr Lotfullah Mashal said.

Karzai's legal advisor Nasrullah Stanikzai said that the Supreme Court has the authority to recommend formation of a special court for snuffies to the president.

"The call from national directorate of security is timely and the process for formation of such a court is simple," Nasrullah Stanikzai said. "Based on the law the Supreme Court has the authority to recommend formation of the court to the president and the president should approve it."

Establishment of the special court for snuffies would significantly decrease the level of crimes in the country, Mr Stanikzai said.

In the past one year around 2,200 gunnies that were jugged by security forces, have been imprisoned, according to the NDS.

Libya Regime Had Asked UN to Intervene Before Rebels' Assault on Tripoli
[Tripoli Post] The UN general secretary's special envoy to Libya Abdul Elah al-Khatib said Tuesday that the Libyan regime had sought his intervention ahead of a weekend assault by rebels on the capital.

Khatib, a former Jordanian foreign minister, has been reported telling Jordan's semi-government Al-Dustur Arabic daily in an interview, "A few days before the rebel assault on Tripoli started, Libyan officials urged me to intervene."

He went on to say that in his reply he told them that, " as a mediator I was looking for anything that is acceptable to the other side, which has refused to talk about anything else but the departure of Libyan leader Muammar AL Qathfi."

Khatib said the rebels "were not in the mood for negotiating anything else. They were seeking decisiveness and a commitment that Al Qadaffy

would leave before negotiations."

Libyan rebels declared the Al Qadaffy era over after storming Tripoli on Sunday, but as he defiantly refuted reports of his arrest, the leader's son Seif al-Islam insisted early morning Tuesday that the battle was far from over.

Exultant rebel fighters packed in trucks and cars have since Sunday streamed across the Libyan capital, Tripoli. They have manaed to also seize control of the country's state Telvision station, the heart of the capital, Green Square, and various other areas.

Khatib said that, "The Libyan leadership have misread and underestimated the international position, thinking it would weaken or change."

"My mission is about to end. But I will spare no efforts to provide any help in the coming short period," he added.

rebels in Tripoli said they were confident that the Libyan leader was still in the capital, probably at the fortified Bab al-Azziziyah compound, which Al Qadaffy loyalists still control. But NATO

has targeted the compound so frequently that few Libyans really believe Al Qadaffy has been staying there recently.

Other rebels suspect that he may be hiding in a house somewhere in the area and they have erected checkpoints around the city to ensure he did not escape. There's also a possibility, that if he has not already left the country, could have taken refuge perhaps weeks ago in the southern city of Sabha or the central coastal town of Sirte, his home town and most staunchly loyal stronghold.

AL Qadaffy has not been seen in public since June, although he has delivered numerous audio statements, most recently as the rebels swept into Tripoli late Sunday. It looks as if these audio messages wpn't be heard anymore as the radio and TV station have been taken over by the rebels.

China Says West Must Clear Up Libya Mess

The conservative English-language daily said in an editorial: "Overthrowing Al Qadaffy is entertainment for the media, but talk of rebuilding is not. The West has to take responsibility for clearing up its mess in Libya."

The newspaper did not specifically mention any country, but said that "There are too many places in the world that need to be rebuilt right now."

It went on to say that "the West is going through economic hardship now, and it is doubtful whether it can stand the Libyan burden."

The China Daily, the English-language sister paper to the Communist Party mouthpiece The People's Daily, echoed a call by the Chinese government for stability and called for national reconciliation to avoid chaos in Libya.

"The relevant parties in Libya must end the war and restore peace as soon as possible," the newspaper said in an editorial.

"This is both for the fundamental interest of all Libyans and conducive to the political stability of North Africa and the Middle East," it said.

The AFP said that China initially maintained a policy of non-interference and public neutrality on the conflict in Libya, calling multiple times for a peaceful end to the popular uprising, but in recent months it has become more involved in the crisis, and Chinese officials have met several times with members of the NTC.

On Monday, China's foreign ministry said it "respects the Libyan people's choice" after rebels entered Tripoli, urging a return to stability.

"China is willing to work with the international community to play a constructive role in the future reconstruction of Libya," foreign ministry spokesperson Ma Zhaoxu is reported saying in a brief statement.

Cost of Libya Ops ~$900 million for Uncle Sucker
The cost of U.S. military intervention in Libya has cost American taxpayers an estimated $896 million through July 31, the Pentagon said today. The price tag includes the amounts for daily military operations, munitions used in the operation and humanitarian assistance for the Libyan people.
This also includes food, medical supplies, boots, tents, uniforms, and personal protective gear. Wonder if the Libyan rebels are planning to use their new-found oil wealth to pay us for any of this stuff.
Over the past 12 days, U.S. planes have flown 391 sorties for a total of 5,316 since April 1, according to figures provided by the Defense Department. That total includes 1,210 airstrike missions over the same three and a half month period. The U.S. has also conducted 101 Predator drone strike missions in Libya.
I bet we did a LOT more drone strikes than are being reported.
Nobody is mentioning the lost opportunity cost of concentrating satellite views on Libya instead of Afghanistan/Pakistan or any other places the DoD/CIA could use overhead help...
A U.S. official credited NATO flight cover over the past many months with allowing the Libyan rebels enough time to eventually regroup and begin their pushes.

One significant offset to the cost of U.S. involvement in the flights worth noting is the sale of military equipment to allies also involved in the cause. Pentagon officials say the sale of ammunition, replacement parts, fuel, and technical assistance to allies since March has totaled $221.9 million.
Did we get cash up front from the Spanish and Italians? I wouldn't take a note from them. Of course, they shouldn't take one from us...

Abdul Jalil Wants Gadhafi 'Captured Alive to Face Fair Trial'
[An Nahar] Libyan rebel chief Mustafa Abdul Jalil on Monday hailed the end of the four-decade "Qadaffy

"I hail the leaders of these groups and I trust their words but some actions of some of their followers worry me. This might be the reason or the cause of my resignation," he said.

But he added: "My role after the fall (of Qadaffy) will continue unless I lose control of the goals and inspiration that I aim for ... But I expect that revolutionaries will be up to the responsibility."

He opposed any attempt by hard boyz to seek retribution.

"My fear is some outlawed actions which are outside of the framework of orders they get from their leaders, specially acts of Dire Revenge™ ... I object strongly to any execution outside the framework of the law," he said.

"Revolutionaries are the bases of this revolution. They led the revolution against the regime by peaceful demonstrations, and then took the burden of military battles and to provide security within our cities."

The French leader indicated that he had invited Jibril to Gay Paree on Wednesday for talks.

He also issued a solemn call for all Libyans to adopt a "spirit of reconciliation and unity" during this time of transition and to work towards new and democratic system that would be inclusive of all components of Libyan society.

Blows Continue To Yemeni Opposition National CouncilĀ 
[Yemen Post] The National Tadhamon Council announced on Saturday its withdrawal from a national council formed by the opposition days ago to lead the six-month popular revolution and accelerate the ouster of the regime.

The announcement coincided with the withdrawal of some members of the national council, mostly southern opposition figures including those living abroad.

In a statement, the Council chaired by Hussein Al-Ahmer, said the opposition's council represents only the bodies which had formed it.

"When there are good wills and all drop selfishness and excluding others, the National Tadhamon Council will be ready to participate in any joint work to serve Yemen, its revolution and its people," the statement said.

However,
a good lie finds more believers than a bad truth...
the Council announced its solidarity with and support to the people in south Yemen who claimed that the national council did not ensure their full rights, as it affirmed its reject to mandate over the youth-led uprising.

Some 23 southern politicians including opposition figures living abroad such as former president Ali Nasser Muhammad and former prime minister Al-Attas said they were surprised to see their names among the national council's members without any prior idea about their nomination.

They announced their withdrawal for that and for other reasons including that the council, formed by the Joint Meeting Parties and its partners, did not include some political forces such as the southern peaceful movement, Harak, and the Houthi Group as well as the youth-led protesters inside the squares of change and freedom.

"Forming the council by the JMP took place hastily without good preparation. The process was overshadowed by randomness and this exposed the fragility of the council which was supposed to gather all forces calling for the ouster of President-for-Life Saleh
... exemplifying the Arab's propensity to combine brutality with incompetence...
," the southerners said in a statement.

The withdrawals also come amid fears by observers that the national council might be politically motivated at the expense of the popular revolution.

The Yemeni opposition should talk about any revolutionary solution through the protesters and it should seriously lean to the revolution and abandon political compromises to make this council a success, analysts said.

Ashraf: Ground being created to kill Hasina
[Bangla Daily Star] Awami League General Secretary Syed Ashraful Islam on Monday alleged that a ground is being created to kill its chief and Prime Minister Sheikh Hasina.

Addressing a discussion, he said some of the country's television channels and newspapers are publishing "exaggerated reports" that might create instability in the society and help the conspirators create the ground for killing Hasina.

Bangladesh Awami League arranged the discussion at the Bangabandhu International Conference Centre in the afternoon, marking the August 21 grenade attacks in 2004.

Prime Minister Sheikh Hasina was scheduled to address the meeting but she could not attend it due to sudden indisposition.

"A very deep conspiracy is on to destabilise the country and to kill Sheikh Hasina," said Ashraful, who is also the LGRD Minister.

He said the criminal masterminds behind the killings of August 15, 1975 are still very much active in their bid to kill Hasina. "They know that Sheikh Hasina is in the centre of spirit of all pro-liberation patriotic people."

Ashraful said that on August 15, 1975 the killers tried to liquidate the entire family of Father of the Nation Bangabandhu Sheikh Mujibur Rahman, but the two sisters - Sheikh Hasina and Sheikh Rehana - luckily beat feet death as they were abroad.

"August 21 (in 2004) was another attempt to kill Sheikh Hasina," he said.

The AL spokesperson said the conspirators are tactfully creating conflict among the people, particularly leaders and activists of Awami League to weaken the pro-liberation forces.

"The conspirators are creating conflict between MP and MP, minister and minister, leader and leader, and activist and activist."

He alleged that a vested quarter here is looking for a person like Anna Hazare (the Indian crusader against corruption) to tarnish the image of the present government.

"Why there would be attempt to find out another Anna Hazare in Bangladesh when there is a parliament and an elected government?" Ashraful questioned.

He termed the criminal masterminds and key persons of the last military-backed caretaker government as the Anna Hazares of Bangladesh.

"Those who had tried to minus Sheikh Hasina from politics are the Anna Hazares of Bangladesh. Those who did not want election in Bangladesh are the Anna Hazares of Bangladesh," he said.

The AL leader said people of all walks of life including the Awami League leaders and activists would have to remain alert so that the conspirators do not succeed in their evil design.

Chaired by AL presidium member Syeda Sajeda Chowdhury, the meeting was also addressed, among others, by party leaders Suranjit Sengupta and Sheikh Fazlul Karim Selim.

Suranjit urged the opposition party to come to the court if it has anything to say about the trial of the August 21 grenade attack.

"The August 21 grenade attack is not just a political issue that you give some blurbs and settle the issue. It was a serious crime. So, if you've anything to say come to the court... don't feed people with wrong information," he said.

Ulema urge 'warring groups' to halt killings
[Dawn] Condemning the senseless killing of innocent people in the city, a group of Learned Elders of Islam has urged the government and the army to take an indiscriminate action with full force against those responsible for kidnapping and slaying people.

Speaking at a presser here on Sunday, Mufti Muhammad Naeem, Taqui Usmani and other Learned Elders of Islam also asked the government to pay compensation to the families of those who had bit the dust in the ongoing killings.

They appealed to political and social parties to use their influence in restoring peace in the metropolis and to stop killings and lawlessness.

They also appealed to what they described as "warring groups" and leaders of parties to sit together as brothers and resolve their confrontational issues.

According to a blurb issued on Sunday, Mr Hussain said the Learned Elders of Islam who were describing the kidnapping, beheading and subsequently throwing of bodies of innocent Mohajirs in different parts of the city as "a fight between two groups" were actually blaming the victims that they were not innocent and involved in the mayhem.

Wave of violence in Karachi: PM for optimal use of police, Rangers

Talking to news hounds here on Sunday, he said that the security forces could be strengthened to do the job.

He also said that a formal request by a provincial government was needed to deploy army for helping the civil administration.

"Army can be called in Bloody Karachi only at the request of the provincial government. The federal government will provide all possible assistance to the provincial government in this regard," the prime minister said.

Mr Gilani said he was aware of statements being made by different quarters for deployment of army in Bloody Karachi.

He also referred to a recent statement by Chief of Army Staff Gen Ashfaq Parvez Kayani

He pledged to bring to justice the elements involved in violence in Bloody Karachi, irrespective of their party affiliation.

He said all political forces would have to sit together to find a solution to the issue but did not say if the government planned to take any step in that direction.

The prime minister said he had no objection to an in-camera briefing for parliamentarians on the culprits behind the violence but such a session would be arranged only if the parties having representation in parliament so desired.

he said the Defence Committee of the Cabinet was the appropriate forum to take up such issues and it had already been briefed on the situation.

Commenting on PML-N chief Nawaz Sahrif's call for mid-term polls, he said the government had presented its fourth budget and now the call for 'mid-term polls' was no more relevant.

He argued that no other major party had come up with a call for fresh elections.

The prime minister said there was no guarantee that new polls would solve all problems overnight and that the 'new opposition' would not call for mid-term polls.

He said he had never said that his government would complete its term. "I always stated that parliament should complete its constitutional tenure."

The prime minister claimed the government had implemented all court orders in letter and spirit.

He said the president would consult him and the leader of opposition on the appointment of the chairman of the National Accountability Bureau.

Replying to a question about negotiations between the government and the MQM, he said: "The priority at this stage is to engage the MQM for improving the law and order situation in Bloody Karachi and not to persuade them to rejoin the ruling coalition in Sindh."

"The MQM people have been good companions of the government in the past and we will welcome them back into the fold," he said.

He recalled that it was MQM chief Altaf Husain who had proposed the name of Asif Ali President Ten Percent Zardari

Charbel: TIME Magazine Article Targets Hizbullah
[An Nahar] Interior Minister Marwan Charbel stated on Monday that the TIME Magazine interview with one of the suspects in the liquidation of former Prime Minister Rafik Hariri targets Hizbullah.

He said before a delegation from the editors syndicate: "Targeting Hizbullah will have consequences and spark debates that do not fall in Leb's interests because whoever wants to create unrest in Leb does so through creating sectarian tensions."

"We should be wary and prevent those seeking to destabilize the country from reaching their goals," he added.

"The press and media play a major role in this regard as you are the first authority that can set matters straight and contribute to Leb's security and safety," the minister stressed.

Furthermore, Charbel said that the ties between Leb and the Special Tribunal for Leb take place through the General Prosecution "and we have never hesitated in cooperating with Prosecutor General Saeed Mirza in this matter."

He added that he had requested that Mirza look into the TIME Magazine article.

The magazine recently published an interview with one of the four suspects in the Hariri liquidation.

The suspect, who remained unidentified, is one of four Hizbullah members accused of being involved in the crime.

On the Antelias blast that took place a few weeks ago, Charbel stated: "The blast was a result of a personal dispute between the two victims and this has been confirmed by the investigations.

"The facts in the incident proved my statements and I was not defending Hizbullah," he stressed.

"Had it been involved, I would have announced it," the interior minister remarked.

Two people were killed in the Antelias blast when an bomb in their possession took off.

Media reports said that the brother of one of the victims is a member of Hizbullah.

Military Tribunal Judge Saqr Saqr later described the incident as a terrorist operation, which Charbel said he agrees with from a judicial perspective.

The minister added however that 90 percent of the citizens don't view the Antelias blast from a legal angle.

Mansour to Ban: Israel's Maritime Border Maps Violate Lebanon's Sovereignty
[An Nahar] Foreign Minister Adnan Mansour voiced on Monday Leb's rejection of the maritime border maps that Israel presented to the United Nations
...an international organization whose stated aims of facilitating interational security involves making sure that nobody with live ammo is offended unless it's a civilized country...

He said in a letter to U.N. chief Ban Ki-Moon: "The maritime maps that Israel presented to the U.N. are a blatant violation of Leb's illusory sovereignty and its economic zone."

He explained that the coordinates it presented "cut a total of 860 square kilometers of Leb's economic zone and regional waters."

"This therefore jeopardizes international peace and security," Mansour added in the letter.

The minister urged Ban to take "all necessary measures to avert any conflict in order to maintain the peace in accordance to U.N. Security Council resolution 1701."

Israel submitted its maps to the United Nations in July, shortly after Leb presented its own.

Libyan fighters, who managed to reach the highly symbolic Green Square in the center of Tripoli early on Monday, also waved the red, black and green flag of anti-regime forces and danced in obvious joy.
Curiously, the red, black, and green flag of the anti-regime forces is also the flag of the seldom lamented King Idris, who was entirely too easy-going and pro-Western for the tastes of Qadaffy and his peers.
The revolutionary forces swept into the heart of Tripoli early Monday and seized the control of most of Libya's capital city without facing significant resistance from regime forces.
Loyalists forces will be changing into civvies about this time. The werewolves among them will try to keep going as a "resistance."
