Operation Dignity offers opposing combatants amnesty before Benghazi assault
[Libya Herald] Operation Dignity says it is offering the Libyan fighters ranged against it a final chance to lay down their weapons ahead of what it has said will be a "massive assault in Benghazi".

Speaking in Tobruk, Operation Dignity front man Mohammed Hejazi said Islamist fighters in the city were being given one last opportunity to help in the building of Libyan society with their fellow countrymen.

He asked the combatants, which are mainly aligned with Ansar al-Sharia
...a Salafist militia which claims it is not part of al-Qaeda, even though it works about the same and for the same ends. There are groups of the same name in Libyaand Yemen, with the Libyan versions currently most active. Tunisia's Shabaab al-Tawhid started out an Ansar al-Sharia and changed its name in early 2014. It still uses the old name now and then, probably because the stationery's not all used up and the web site hasn't expired yet...
and the Benghazi Revolutionaries' Shoura Council, to "go back to your mothers", adding that this offer would only be extended to Libyan fighters.

Hejazi said terrorists, "takfiri
...an adherent of takfir wal hijra, an offshoot of Salafism that regards everybody who doesn't agree with them as apostates who most be killed...
s" (Moslem forces of Evil who accuse others of being apostates) and criminals had gathered in Benghazi from across the world.

Operation Dignity has said several times that it has captured imported muscle, particularly from Algeria and Tunisia, during festivities in the city.

Operation Dignity has claimed that yet more imported muscle have travelled to join radical Islamist groups based in Derna and the Jebel Akhdar.

No further details of the would-be assault on Benghazi were given. Despite Dignity's frequent statements to the contrary, the force appears to have been pushed on the back foot in Benghazi in recent weeks. At the end of Ramadan, Saiqa Special Forces
...Libya's elite army unit, insofar as they have one, formed from a mixture of paratroopers and commandos. The group emerged from a militia with the same name in 2010. It now numbers a few thousand and reports to the Ministry of Defence. It deployed in Benghazi in an attempt to control the carnage. As a result, it has been attacked and several of its officers murdered. The force is popular in Benghazi for its stance against Ansar al-Sharia group...
, Operation Dignity's closest allies in the city, were forced out of their base in Buatni by Ansar al-Sharia and its allies.

On the other hand, the Islamists have, for nearly a month now, made repeated but unsuccessful assaults on Dignity's last held positions within the vicinity of the city at Benina Airport and a nearby Air Defence unit's barracks.

There are unconfirmed reports that the Islamists may be running low on ammunitions. The Libya Shield
...a conglomerate of pro-Islamist militias deployed across Libya. It reports to the Libyan defense ministry and is organized like a real army unit. Its commander used to head a Benghazi brigade called Free Libya Martyrs...
commander Wissam Ben Hamid is said to have travelled to Misrata to obtain further supplies.

Libya seeks help from Emirates
[MAGHAREBIA] Top Libyan officials flew to Abu Dhabi on Tuesday (September 9th) to request assistance from the UAE, Libya Herald reported. The delegation led by Prime Minister Abdullah al-Thanni includes House of Representatives head Ageela Saleh and the army chief of staff, Major-General Abdel Razzak Nadhuri. The Libyan government is reportedly seeking financial help to build state institutions and parliament.

Yemeni chaos forces KSA to shut embassy
[ARABNEWS] The Kingdom has issued instructions to close down its embassy in Sanaa and evacuate diplomats, as well as all Saudi citizens, amid growing concerns over safety and security following a string of attacks on foreign targets and the ongoing civil war in Yemen.

Osama Nugali, a front man at the Foreign Affairs Ministry, could neither confirm nor deny the reports of the closure of the mission.

In a message texted to Arab News Tuesday, Nugali said: "Prince Saud Al-Faisal, foreign minister, will hold a presser on Thursday and you can ask him all the questions you want."

But, a report published in the Al-Watan daily said the embassy would be closed "due to the volatile situation in Yemen."

The terror attacks and the security information have given Riyadh enough concern to take this precautionary step, it added. "Hazaa Al-Mutairi, charge d'affaires at the Saudi Embassy, has already left Sanaa," it added.

The report said that about 50 Saudi citizens, who were working in the mission, have also returned home.

The embassy's closure follows growing tensions between the Yemeni government and Huthi protesters in Sanaa, who are demanding a new government and also the reinstatement of fuel subsidies.

ADDRESS TO THE NATION: OBAMA'S MESSAGE ON ISIS
'My fellow Americans -- tonight, I want to speak to you about what the United States will do with our friends and allies to degrade and ultimately destroy the terrorist group known as ISIL.

'As Commander-in-Chief, my highest priority is the security of the American people. Over the last several years, we have consistently taken the fight to terrorists who threaten our country. We took out Osama bin Laden and much of al Qaeda's leadership in Afghanistan and Pakistan. We've targeted al Qaeda's affiliate in Yemen, and recently eliminated the top commander of its affiliate in Somalia. We've done so while bringing more than 140,000 American troops home from Iraq, and drawing down our forces in Afghanistan, where our combat mission will end later this year. Thanks to our military and counterterrorism professionals, America is safer.

'Still, we continue to face a terrorist threat. We cannot erase every trace of evil from the world, and small groups of killers have the capacity to do great harm. That was the case before 9/11, and that remains true today. That's why we must remain vigilant as threats emerge. At this moment, the greatest threats come from the Middle East and North Africa, where radical groups exploit grievances for their own gain. And one of those groups is ISIL -- which calls itself the "Islamic State."

'Now let's make two things clear: ISIL is not "Islamic." No religion condones the killing of innocents, and the vast majority of ISIL's victims have been Muslim. And ISIL is certainly not a state. It was formerly al Qaeda's affiliate in Iraq, and has taken advantage of sectarian strife and Syria's civil war to gain territory on both sides of the Iraq-Syrian border. It is recognized by no government, nor the people it subjugates. ISIL is a terrorist organization, pure and simple. And it has no vision other than the slaughter of all who stand in its way.

'In a region that has known so much bloodshed, these terrorists are unique in their brutality. They execute captured prisoners. They kill children. They enslave, rape, and force women into marriage. They threatened a religious minority with genocide. In acts of barbarism, they took the lives of two American journalists -- Jim Foley and Steven Sotloff.

'So ISIL poses a threat to the people of Iraq and Syria, and the broader Middle East -- including American citizens, personnel and facilities. If left unchecked, these terrorists could pose a growing threat beyond that region -- including to the United States. While we have not yet detected specific plotting against our homeland, ISIL leaders have threatened America and our allies. Our intelligence community believes that thousands of foreigners -- including Europeans and some Americans -- have joined them in Syria and Iraq. Trained and battle-hardened, these fighters could try to return to their home countries and carry out deadly attacks.

'I know many Americans are concerned about these threats. Tonight, I want you to know that the United States of America is meeting them with strength and resolve. Last month, I ordered our military to take targeted action against ISIL to stop its advances. Since then, we have conducted more than 150 successful airstrikes in Iraq. These strikes have protected American personnel and facilities, killed ISIL fighters, destroyed weapons, and given space for Iraqi and Kurdish forces to reclaim key territory. These strikes have helped save the lives of thousands of innocent men, women and children.

'But this is not our fight alone. American power can make a decisive difference, but we cannot do for Iraqis what they must do for themselves, nor can we take the place of Arab partners in securing their region. That's why I've insisted that additional U.S. action depended upon Iraqis forming an inclusive government, which they have now done in recent days. So tonight, with a new Iraqi government in place, and following consultations with allies abroad and Congress at home, I can announce that America will lead a broad coalition to roll back this terrorist threat.

'Our objective is clear: we will degrade, and ultimately destroy, ISIL through a comprehensive and sustained counter-terrorism strategy.

'First, we will conduct a systematic campaign of airstrikes against these terrorists. Working with the Iraqi government, we will expand our efforts beyond protecting our own people and humanitarian missions, so that we're hitting ISIL targets as Iraqi forces go on offense. Moreover, I have made it clear that we will hunt down terrorists who threaten our country, wherever they are. That means I will not hesitate to take action against ISIL in Syria, as well as Iraq. This is a core principle of my presidency: if you threaten America, you will find no safe haven.

'Second, we will increase our support to forces fighting these terrorists on the ground. In June, I deployed several hundred American service members to Iraq to assess how we can best support Iraqi Security Forces. Now that those teams have completed their work -- and Iraq has formed a government -- we will send an additional 475 service members to Iraq. As I have said before, these American forces will not have a combat mission -- we will not get dragged into another ground war in Iraq. But they are needed to support Iraqi and Kurdish forces with training, intelligence and equipment. We will also support Iraq's efforts to stand up National Guard Units to help Sunni communities secure their own freedom from ISIL control.

'Across the border, in Syria, we have ramped up our military assistance to the Syrian opposition. Tonight, I again call on Congress to give us additional authorities and resources to train and equip these fighters. In the fight against ISIL, we cannot rely on an Assad regime that terrorizes its people; a regime that will never regain the legitimacy it has lost. Instead, we must strengthen the opposition as the best counterweight to extremists like ISIL, while pursuing the political solution necessary to solve Syria's crisis once and for all.

'Third, we will continue to draw on our substantial counterterrorism capabilities to prevent ISIL attacks. Working with our partners, we will redouble our efforts to cut off its funding; improve our intelligence; strengthen our defenses; counter its warped ideology; and stem the flow of foreign fighters into -- and out of -- the Middle East. And in two weeks, I will chair a meeting of the UN Security Council to further mobilize the international community around this effort.

'Fourth, we will continue providing humanitarian assistance to innocent civilians who have been displaced by this terrorist organization. This includes Sunni and Shia Muslims who are at grave risk, as well as tens of thousands of Christians and other religious minorities. We cannot allow these communities to be driven from their ancient homelands.

'This is our strategy. And in each of these four parts of our strategy, America will be joined by a broad coalition of partners. Already, allies are flying planes with us over Iraq; sending arms and assistance to Iraqi Security Forces and the Syrian opposition; sharing intelligence; and providing billions of dollars in humanitarian aid. Secretary Kerry was in Iraq today meeting with the new government and supporting their efforts to promote unity, and in the coming days he will travel across the Middle East and Europe to enlist more partners in this fight, especially Arab nations who can help mobilize Sunni communities in Iraq and Syria to drive these terrorists from their lands. This is American leadership at its best: we stand with people who fight for their own freedom; and we rally other nations on behalf of our common security and common humanity.

'My Administration has also secured bipartisan support for this approach here at home. I have the authority to address the threat from ISIL. But I believe we are strongest as a nation when the President and Congress work together. So I welcome congressional support for this effort in order to show the world that Americans are united in confronting this danger.

'Now, it will take time to eradicate a cancer like ISIL. And any time we take military action, there are risks involved -- especially to the servicemen and women who carry out these missions. But I want the American people to understand how this effort will be different from the wars in Iraq and Afghanistan. It will not involve American combat troops fighting on foreign soil. This counter-terrorism campaign will be waged through a steady, relentless effort to take out ISIL wherever they exist, using our air power and our support for partner forces on the ground. This strategy of taking out terrorists who threaten us, while supporting partners on the front lines, is one that we have successfully pursued in Yemen and Somalia for years. And it is consistent with the approach I outlined earlier this year: to use force against anyone who threatens America's core interests, but to mobilize partners wherever possible to address broader challenges to international order.

'My fellow Americans, we live in a time of great change. Tomorrow marks 13 years since our country was attacked. Next week marks 6 years since our economy suffered its worst setback since the Great Depression. Yet despite these shocks; through the pain we have felt and the grueling work required to bounce back -- America is better positioned today to seize the future than any other nation on Earth.

'Our technology companies and universities are unmatched; our manufacturing and auto industries are thriving. Energy independence is closer than it's been in decades. For all the work that remains, our businesses are in the longest uninterrupted stretch of job creation in our history. Despite all the divisions and discord within our democracy, I see the grit and determination and common goodness of the American people every single day -- and that makes me more confident than ever about our country's future.

'Abroad, American leadership is the one constant in an uncertain world. It is America that has the capacity and the will to mobilize the world against terrorists. It is America that has rallied the world against Russian aggression, and in support of the Ukrainian peoples' right to determine their own destiny. It is America -- our scientists, our doctors, our know-how -- that can help contain and cure the outbreak of Ebola. It is America that helped remove and destroy Syria's declared chemical weapons so they cannot pose a threat to the Syrian people -- or the world -- again. And it is America that is helping Muslim communities around the world not just in the fight against terrorism, but in the fight for opportunity, tolerance, and a more hopeful future.

'America, our endless blessings bestow an enduring burden. But as Americans, we welcome our responsibility to lead. From Europe to Asia -- from the far reaches of Africa to war-torn capitals of the Middle East -- we stand for freedom, for justice, for dignity. These are values that have guided our nation since its founding. Tonight, I ask for your support in carrying that leadership forward. I do so as a Commander-in-Chief who could not be prouder of our men and women in uniform -- pilots who bravely fly in the face of danger above the Middle East, and service-members who support our partners on the ground.

'When we helped prevent the massacre of civilians trapped on a distant mountain, here's what one of them said. "We owe our American friends our lives. Our children will always remember that there was someone who felt our struggle and made a long journey to protect innocent people."

'That is the difference we make in the world. And our own safety -- our own security -- depends upon our willingness to do what it takes to defend this nation, and uphold the values that we stand for -- timeless ideals that will endure long after those who offer only hate and destruction have been vanquished from the Earth.

'May God bless our troops, and may God bless the United States of America.'

We haven't detected any specific threats? Does that mean the threats are so broad spectrum we can't find one SPECIFIC one to focus upon?

Does he know what comprehensive and sustained counter-terrorism activities are? Or is he just reading the buzz words from the TOTUS?

Except this is nothing new, other than more money for not-Assad, where there is a good arguement that not-Assad arming and training contributed to this mess.

#9  Frequency = I needed to get on that trending issue weeks ago, so try to own it with a speech.

And for getting rid of Syria WMDs, I seem to remember the original concept was to pull a Quadaffy and provide air cover for then divorced AQ boyfriend now ISIS to overthrow Assad and enter de-facto war with Russia and Iran, so unpopular that a peoples vote was avoided in France and USA, and defeated in UK, and so dangerous that a Kerry off script blunder actually opened the possibility of de-escalation by means of WMD disposal.

America via Obama ability to lead? I seem to remember the Obamas dancing away and entire week without word on tomahawks and F-15 crashes concerning Libya.

American Muslims United Against Violent Extremism. Honest
[ABNA.IR] On Wednesday, Sept. 10, American Moslem Imams, leaders, and organizations will hold a national summit and presser with national and regional community leaders. We have also invited law enforcement to the National Press Club to address the escalation of violent extremism by ISIS and the community's response to the potential for threats against the U.S. homeland.

On the eve of the 13th anniversary of 9/11, we remember the victims and families of the horrific terrorist attacks that claimed the lives of almost 3,000 Americans. We will reaffirm the Islamic principles of condemnation of terrorism, protection of life and religious freedom.

The horrific murders of American journalists Steven Sotloff and James Foley are reminders of the need for Americans to remain vigilant in communities across the country. In confronting violent extremism in the United States, communities and leaders have responded with multiple initiatives to counter this toxic narrative including, fatwas (edicts) , counter-narrative and online radicalization prevention programs and community intervention programs like the "Safe Spaces Initiative: Tools for Developing Healthy Communities," which all serve as a critical component, in partnership with law enforcement to prevent, intervene or eject individuals who may be susceptible to violent extremism.

During the summit and presser, American Moslem leaders will reaffirm the fatwa against extremism and unveil programs and initiatives that counter toxic narratives and ideas used to recruit vulnerable individuals.

US Teen Pleads Guilty To Aiding Islamic State
[IsraelTimes] DENVER, Colorado -- A 19-year-old US woman who federal authorities said intended to wage jihad despite their repeated attempts to stop her pleaded guilty Wednesday to trying to help the Islamic State group in Syria under a plea deal that requires her to help authorities who are investigating others with the same intentions.

Shannon Conley, appearing in a striped jail jumpsuit and a brown and black headscarf, entered her plea to one count of conspiracy to provide material support to a foreign terrorist organization.

She said nothing in federal court other than acknowledging that she understood the plea and its ramifications. She could face up to five years in federal prison and a $250,000 fine.

The agreement says she must cooperate with the FBI and other law enforcement agencies and provide information about people in Colorado and elsewhere looking to help terrorists abroad. If she cooperates, prosecutors promised to ask a judge to reduce her sentence.

After the hearing, Conley's public defender, Robert Pepin, that she has been horrified by the atrocities committed by the Islamic State group and offered her condolences to those who have been caught up in its "slaughter and oppression."

"The fact that she was arrested may very well have saved her life," he said of Conley, whom he referred to as Halima, the name she adopted after her conversion to Islam.

Conley was arrested in April while trying to board a flight at Denver International Airport on her way to Syria, authorities said.

The nurse's aide from Arvada previously told the FBI's Joint Terrorism Task Force that she hoped to use her nursing skills to help the extremists, if she couldn't fight with them, according to court documents.

In several meetings over eight months, FBI agents repeatedly tried to discourage Conley, suggesting she explore humanitarian work instead.

But Conley, whose traditional headscarf stood out in her neighborhood, told them she planned to marry a suitor she met online whom she believed was Tunisian and fought with the Islamic State group that controls parts of Syria and Iraq.

FBI agents encouraged Conley's parents to talk to her about finding more moderate beliefs. Her father refused to let her marry her suitor and then discovered a one-way airline ticket to Turkey with her name on it.

Authorities have said they are still investigating the suitor, identified in court documents only as Y.M.

During a visit to the Denver field office in August, FBI Director James Comey said stopping homegrown terrorists who radicalize through the Internet is a priority for the agency. He called Syria a safe haven and training ground for Westerners, who emerge with "the worst kind of relationships and the worst kind of training."

A Minnesota man recruited to fight for the Islamic State group was killed in Syria last month -- five years after his high school friend died fighting for the terror group al-Shabab in Somalia.

It is unclear how Conley became interested in jihad, or holy war. After her arrest, authorities say they found CDs by US-born radical cleric Anwar al-Awlaki among her belongings.

FBI agents became aware of her growing interest in extremism in November after she alarmed employees of a suburban Denver church by wandering around and taking notes on the layout of the campus, court documents say.

The church, Faith Bible Chapel in Arvada, was the scene of a 2007 shooting in which a man killed two missionary workers.

Judge Raymond P. Moore ordered a full psychiatric evaluation of Conley that he said should include more details about what happened with her at the church last year as well as her character.

UK sends Kurds 1.6 mn in arms for ISIL battle

English subtitles for the video were provided Tuesday by the Middle East Media Research Institute.

At the start of the clip the news hound is shown being taken blindfolded to the tunnel entrance to conceal its location. Once inside the tunnel the news hound, who must hunch over in order to make his way along the low passageway, explains that it is being "dug by resistance fighters in this border area."

The tunnel looks similar to dozens of others discovered by IDF forces in the past with cement blocks positioned to shore up the walls and roof.

"What is remarkable about this tunnel is that it is has been dug recently," he says. "As you can see it is still being dug."

On Sunday unnamed defense officials rejected claims by another bigwig that Hamas, always the voice of sweet reason, has already begun rearming and rebuilding its attack tunnels, less than two weeks into an open-ended truce in the Gazoo Strip.

The tunnels became a main objective of a ground invasion of Gazoo in July, and several were used to carry out attacks against Israeli soldiers both in the Strip and in Israel.

During the seven-week long military campaign, the IDF destroyed over 30 tunnels dug under the border with Israel.

The sides agreed to cease hostilities in late August, after 50 days of fighting.

Islamic Jihad operates as a separate, and sometimes rival, organization to Hamas, which rules the Gazoo Strip.

In the video, workers can be seen dragging chains of large buckets of excavated sand from the tunnel.

"There have been some cave-ins," the news hound says," but the work goes on."

At the end of the tunnel, a worker is seen digging sand away to lengthen the passage.

"We are now in one of the tunnels of the Al-Quds Brigades," the worker explains, using the name of Islamic Jihad's armed wing, "on which work began as soon as the war on Gazoo ended, and the ceasefire was declared. We have begun work and we are continuing it regardless of the threats by the Zionist enemy."

"We will not be hindered by the threats of the enemy, or by the ban on importing cement and other building materials," he adds.

When asked about the purpose of the tunnels, the worker responds: "We are getting these tunnels ready for the next battle in order to launch attacks and fire mortars and artillery."

"These tunnels will also have other uses which we will not disclose," he adds in the video.

The news hound was also shown another, more developed tunnel, that included underground firing positions from which Islamic Jihad fighters plan to emerge in order to fire anti-tank missiles at IDF armored forces should they enter Gazoo.

In the video, its members openly demonstrated how they plan to set up the weapons and also showed off a shoulder-launched anti-aircraft missile.

At the beginning of the week an unnamed bigwig said Hamas had resumed digging the cross-border tunnels, replenishing its weapons stockpile, and manufacturing projectiles.

"We see that they've already started smuggling weapons into Gazoo from Egypt, producing rockets and repairing the tunnels," the official said, speaking on condition of anonymity

Citing intelligence information, the source said that Hamas's ability to produce rockets has been severely hit, but added that about 40 percent of the terrorist group's rocket-creation facility is still functional.

Other officials later denied that Hamas had begun rearming.

Israeli military opens 5 probes into Gaza war conduct
[ARABNEWS] Israel's military said on Wednesday it had opened five criminal investigations into its Gazoo war operations, including attacks that killed four Paleostinian children on a beach and 17 people at a UN school.

The internal inquiries could help Israel challenge the work of a UN Human Rights Council commission of inquiry into possible war crimes committed by its forces and Paleostinian hard boyz in the 50-day conflict in July and August.

Hamas Higher-Up In Gaza Pulled Trigger On Teens' Abduction

[IsraelTimes] The Hamas, always the voice of sweet reason, leader responsible for sponsoring and planning the June 12 abduction of three Israeli teenagers was released from an Israeli prison during the 2011 prisoner swap for IDF soldier Gilad Shalit, and had been involved in the September 1996 killing of IDF soldier Sharon Edri, Paleostinian security officials said on Wednesday.

The three teenagers were killed shortly after they were picked up from a hitchhiking post in the West Bank, south of Jerusalem.

The officials said that although the Hamas leadership repeatedly denied involvement in the attack, the terror organization's military and political wings knew about the plans in advance and had approved similar activities.

Abed a-Rahman Ghaminat, one of the heads of a cell in Zurif (a village not far from Bethlehem) and a former resident of the village, was the Hamas military wing's appointed leader over the Hebron area. Ghaminat was released from an Israeli prison in October 2011, and was deported to the Gazoo Strip.

Like many others who were freed and deported as part of the Shalit deal, Ghaminat joined a special office under the Hamas military wing in Gazoo, which operated under the leadership of the Turkey-based Saleh al-Arouri, one of the heads of the organization living in Ankara. The office hired several of the exiled prisoners to oversee the terror cells in the West Bank. Working from Gazoo, Ghaminat was responsible for the Hebron area, along with another ex-prisoner released under the Shalit deal, Ayed Dodin, a Hamas man and resident of Dura, south of Hebron.

Ghaminat and Dodin attempted in past years to carry out numerous terror attacks in the Hebron area, and were responsible for raising the money for Hamas activities. Traveling through Egypt, the two also visited Turkey and Qatar

more than once in the past two years to coordinate the Hamas schemes with Arouri, as well as with other political heads of Hamas living abroad.

Ghaminat was involved in the abduction and killing of IDF soldier Edri in 1996, as well as in the 1997 bombing of Café Apropo in Tel Aviv, in which three women were killed.

According to the Paleostinian sources, Mahmoud Kawasme -- another prisoner freed in the 2011 deal -- worked under Ghaminat in Gazoo. Kawasme recruited his brother Hussam and transferred NIS 200,000 to his account (according to the Shin Bet interrogation) to carry out the kidnapping. Hussam Kawasme was indicted in an Israeli court last week.

The three teenagers -- Gil-ad Shaar, 16, Naftali Fraenkel, 16, and Eyal Yifrach, 19 -- were buried by the abductors/killers Marwan Kawasme and Amer Abu Aysha on a plot of land that Hussam Kawasme bought, not far from the village of Halhul. The two killers are still on the run.

What could go wrong?
[ARABNEWS] The president of the majority Christian Philippines proposed Wednesday to give Moslems in the south the ability to run their own government under their own flag, part of a peace plan aimed at ending a four-decade rebellion that has killed 150,000 people.

The draft law submitted by President Benigno Aquino III to Congress fleshes out a peace deal signed in March by the country's largest Moslem gang, the 11,000-strong Moro Islamic Liberation Front (MILF).

The autonomous region in the southern island of Mindanao, to be called Bangsamoro, would get its own 60-member parliament that would wield exclusive power over such areas as agriculture, trade, tourism and education.
Any bets on how quickly terror training camps will spring up?
Under the proposal, Islamic Shariah law would apply to Moslems in the region, but the country's justice system would continue to apply to non-Moslems. The Moro group has renounced the terrorist acts of myrmidon groups, including the Islamic State, which seeks to impose a harsh version of Shariah law in areas under its control in Syria and Iraq.

But at least three smaller Moslem rebel groups in the southern Philippines oppose the autonomy deal and have vowed to continue fighting for a separate Moslem homeland.

The autonomous zone, which generally covers five provinces, would replace an existing one, seen as a dismal failure. The new plan grants much more autonomy to the region, and Aquino's government also has promised to pour 17 billion pesos ($389 million) in special development funds over the next five years into the region, which has been stunted economically by the long-drawn conflict.

The new region will also get larger revenue shares, including 75 percent of national taxes, fees and charges collected by the government in Bangsamoro. The current Moslem region gets 70 percent of those taxes.

The rebels have been fighting since the 1970s for Moslem self-rule in Mindanao in an insurrection that has killed about 150,000 combatants and civilians.

The peace accord and the draft law came after 13 years of tough negotiations.

"This is the farthest distance we have reached in our peace journey with the MILF," presidential adviser Teresita Deles said in a statement. "Every word, line, and provision shall be subjected to the sunshine of democratic debate, where all voices will be heard, with our constitution as the guiding light."

In response to the disruption, In Defense of Christians president Toufic Baaklini issued an official statement saying: “A few politically motivated opportunists chose to divide a room that for more than 48 hours sought unity in opposing the shared threat of genocide, faced not only by our Christian brothers and sisters, but our Jewish brothers and sisters and people of other all other faiths and all people of good will.”

Baaklini made it clear that the participants who hijacked Cruz’s address did not adhere to IDC’s principles and were no longer welcome at the summit.


A strong response, and one that should be welcomed.
