#1  This comes from the Pakistan government, not the Pakistan military, which is not under the government's control. The Pakistan military (as corrupt as any in the world, perhaps with the exception of Mexico) has only been under "government" control when the Pakistan state was ruled by a former military commander.

Afghan clerics declare Jihad against Pakistan amid growing violence

Daesh Afghan operations growing: US
[ARABNEWS] The Daesh group is operating in Afghanistan but does not appear able to coordinate their operations in the country, a top US military official said.

The holy warrior group is now considered "operationally emergent," said Brig. Gen. Wilson Shoffner, the front man for the US-led mission in Afghanistan.

"We do have reports of them operating in different part of the country but again not in a coordinated fashion," Shoffner said, speaking from Kabul

General John Campbell, head of the US forces in Afghanistan, will brief the White House on the Afghan security situation this fall, a critical turning point in determining the future of US and international military operations in the country.

Shoffner said the growing threat posed by Daesh in Afghanistan will "clearly" factor into the Campbell's assessment.

For months, Daesh has been trying to establish itself in the eastern regions of the country and to recruit Taliban fighters.

The Taliban has repeatedly warned Daesh against expanding its operations in Afghanistan and a rivalry has emerged between the two groups.

Kenya tells UN to close Dadaab camp after Garissa attack
Kenya’s Deputy President William Ruto has called on the United Nations to close the Dadaab refugee camp and relocate more than 500,000 Somalis. Dadaab, near the border with Somalia, is the largest refugee camp in Africa.
It's about the size of metropolitan Peoria...
On 2 April, Somali militants from the al-Shabab Islamist movement attacked a college in the Kenyan town of Garissa, killing 148 students.

But the head of the UN refugee agency UNHCR in Kenya told the BBC they had not been asked to close the camp.

Mr Ruto said UNHCR had three months to close Dadaab and make alternative arrangements for its residents – otherwise, Kenya would “relocate them ourselves”, he said.
To, perhaps, Minneapolis. Maybe that's why Champ visited last week.
Raouf Mazou, country representative for UNHCR in Kenya, said he heard about the government’s intentions in the news.

Dadaab was set up in 1991 to house families fleeing conflict in Somalia. Some people have been living at the site for more than 20 years.
So they're like Palestinians...
Kenyan MPs and governors have previously accused al-Shabab of hiding out in the Dadaab camp.

Speaking on Saturday, Mr Ruto insisted Dadaab should be closed down and its residents moved back to Somalia.

“The way America changed after 9/11 is the way Kenya will change after Garissa,” he added.
You do get the idea that the Kenyans consider the Somali refugees to be an ungrateful lot...
Macharia Munene, professor of international relations at a Kenyan university, told the Reuters news agency that moving hundreds of thousands of refugees across the border would be “a tall order”. But he said there were now safe areas within Somalia, from where al-Shabab militants had been chased out by African Union forces.
Somali refugees belong in Somalia. If it's safe to send them back, send them back.
Kenya has also started building a 700km (440-mile) wall along the entire length of the border with Somalia to keep out members of al-Shabab.

“We must secure this country at whatever cost. Even if we lose business with Somalia, so be it,” said Mr Ruto.

Somalia Petroleum Ministry dismisses allegations by UN investigators
MOGADISHU -- Somalia’s Ministry of Petroleum and Mineral Resources dismissed as ‘quid pro quo’ allegations of improper payments made to individual government officials amid vote of no confidence in the President, Garowe Online reports.

Somalia Federal Government entered into Capacity Building Agreement with the British Oil Company, Soma Oil & Gas on April 25, 2014.

8-member panel of UN experts said in confidential report that Soma transferred payment totaling $490,000 to senior civil servants at Mogadishu Petroleum Ministry.
And that the UN overseers didn't get any of that...
“We are proud that our institutions are improving and progressing.Good governance, transparency and accountability are of greater essence to Somalia in the proper management of its resources. Transparency in public service pay and procurements are a national priority and monitored through our internal and international mechanism such as the Financial Governance Committee (FGC),” Ministry of Petroleum and Mineral Resources unveiled on Thursday.

It also called the allegations of acting in a conflict of interest ‘misleading and inaccurate’, a few days after Soma Oil & Gas strongly contested confidential UN report.

In response to the alleged payments, Soma insisted that UN monitors fundamentally misunderstood the nature of payments made under the terms of Capacity Building Agreement.

It said the slaying came after a 48-hour ultimatum, given to Egypt to free Moslem women prisoners, expired and both the "apostate Egyptian government and his own have abandoned him."

Croatia says 2 groups were involved in hostage's abduction in Egypt

[AlAhram] Two separate groups were involved in the kidnapping of Croatian Tomislav Salopek in Egypt -- one that kidnapped him and asked for a ransom before handing him over to the Islamic State group, which reportedly killed him, Croatia's Foreign Minister said Thursday.

Speaking in the Croatian coastal town of Rijeka, Vesna Pusic said the captors requested money from the company Salopek worked for. Then contact was broken and on Aug. 5 a video emerged showing Salopek as a hostage of the Islamic State branch in Egypt.

"No money request was made then but rather the release of Moslem women from Egyptian jails -- which was a bad sign, as some 99 percent of the locked away

Saudi delegation to hold talks on release of prisoners in Iraq
[ARABNEWS] A Saudi delegation will visit Baghdad in the coming days to follow up on the implementation of the agreement to release prisoners, confirmed Iraqi President Fuad Masum.

In the coming days, he said a Saudi delegation will arrive in Baghdad to complete all investigations related to improving relations between the two countries and other economic and security issues.

With regards to implementation of the agreement between both countries to release prisoners, Masum said: "The implementation must be based on certain procedures and the presidency will propose to the head of the house of representatives its willingness in ratifying the decision.

"As for those prisoners who were convicted of crimes and were sentenced to the death but their death sentences were commuted to life sentences, there is no harm in transferring them back to their country."

Khan said his visit to the Kingdom was not only to appreciate the Kingdom's contribution to the fight against terror but also to learn from its experiences in tackling some of the terror-related problems.

Citing an example, Khan said the Prince Mohammed bin Naif Center for Counseling and Care is a unique rehabilitation program meant to provide a new life to those who were brainwashed and recruited by terror groups. "They are rehabilitated under a comprehensive program and re-integrated into society as useful citizens," he said, pointing out that this example can be emulated by other countries. The idea of the center is to share such experiences with member countries for mutual benefit.

Speaking about the center, he recalled that the late King Abdullah donated $110 million to the center.

The Counterterrorism Implementation Task Force (CTITF) was established by the UN secretary-general in 2005 and endorsed by the General Assembly through the United Nations Global Counterterrorism Strategy, which was adopted by consensus in 2006. It came into operation only in 2011.

The mandate of the CTITF is to enhance coordination and coherence of counterterrorism efforts of the United Nations. The task force consists of 36 international entities which, by virtue of their work, have a stake in multilateral counterterrorism efforts. Each entity makes contributions consistent with its own mandate.

"The GPC lacks a political strategy and is mainly based on [personal] gains," the source added.

Saleh, over the past months, has been trying to secure a safe exit for himself and his family, the source said, "But he does not want to look defeated."

#1  Hubris! When the Houthi rebels moved south of Sanaa they sealed their fate. Now that their forces are retreating north the Saudi military will not be content until it flattens the Houthi homeland in the north. Already impoverished and suffering from water shortages, if all goes as planned in Riyadh, the Shiites will be decimated and will pay a dreadful price for crossborder attacks on Saudi Arabia.

Report: N. Korea's Vice Premier Executed
[AnNahar] North Korea's vice premier Choe Yong-Gon has been executed for voicing frustration at the policies of leader Fat Boy Kim Jong-Un, South Korea's Yonhap news agency said Wednesday, citing an anonymous source.
Now he's not so frustrated. How did they kill him, put a funnel down his mouth and force feed him?
Choe, who took the job in June 2014, was executed by firing squad in May after voicing opposition to forestry policies promoted by Kim, Yonhap said, citing the source "with knowledge of the North".

Choe was last seen in the North's state media last December at the death anniversary of the late leader Kim Jong-Il, South Korea's unification ministry said Wednesday.

Seoul was "closely monitoring the possibility of any changes in Choe's circumstances", said the ministry, which is in charge of cross-border affairs.

Choe's death, if confirmed, would be the second reported this year. IKEA suspect 'tried to kill self' after murders
[ARABNEWS] CCTV footage from an IKEA store in Sweden where two people were stabbed to death earlier this week, show the alleged attacker trying to commit suicide, the Aftonbladet daily reported.

Swedish police have remained tightlipped since Monday over the exact circumstances of the murder.

On Wednesday, the prosecutor's office said in a statement that Sherlocks were still holding the 23-year-old who was staying at the same center for asylum seekers as the injured man.

Cemalettin Hasimi, head of media relations for the Turkish prime minister, told news hounds in Gay Paree that the rate of expulsions was increasing -- 520 suspected jihadists were intercepted in the whole of 2014.

In total, since the start of the civil war in Syria in 2011, more than 1,800 suspected fighters have been prevented from slipping into that country from Turkey, said Hasimi.

Turkey has also drawn up a list of 16,000 "foreign terrorist fighters banned from entering Turkey" from 108 countries, said the official.

He urged greater international cooperation to prevent these suspected fighters from leaving their home countries to wage jihad in Syria in the ranks of the Islamic State

Hasimi's comments came after Turkish authorities detained at least a dozen suspected IS members in coordinated dawn raids on Wednesday.

On Tuesday, they had announced the arrest of 23 foreign nationals, including women and kiddies, seeking to cross into Syria to join IS holy warriors via the southeastern border town of Kilis. The suspects were reported as coming from China, Indonesia, Russia and Ukraine.

The issue of imported muscle is an "international problem that requires an international response," Hasimi said.

"It is much easier for the countries of origin to intercept them before they leave the country than to wait for the Turkish authorities to intercept them," he stressed.

Turkey attracts around 40 million tourists every year and "there's no question of carrying out security checks on everyone that comes to our country," he said.

Ankara has long been accused by its Western partners of failing to properly control the frontier and even of colluding with IS -- allegations it fiercely denies.

In places, the border has been marked only with a crude wire-mesh fence ridden with holes that has provided easy passage to holy warriors and smugglers.

Abadi Opens Reform Plan, Sacks Senior Cabinet Official
[ALMANAR.LB] Iraqi Prime Minister Haider al-Abadi has sacked a senior cabinet official who was a close aide to his predecessor and rival Nuri al-Maliki, the premier's office said in a statement Wednesday.

Abadi issued an "order to relieve the secretary general of the cabinet and his two deputies from their positions", the statement said, referring to Mohammad Khalaf Ahmed, who headed Maliki's personal office during his premiership.

The statement did not provide a reason for the dismissals, but the announcement comes during a major reform drive by Abadi aimed at curbing rampant corruption and streamlining the government.

In televised remarks a day after parliament signed off on his proposed measures, Abadi said that implementing reforms to curb graft and streamline the government "will not be easy," and corrupt people will fight to hold back change.

This was Abadi's first effort to manage expectations for the reform program he rolled out Sunday in response to widespread public anger over corruption and poor services.

"The process will not be easy; it will be painful. The corrupt will not sit by without lifting a finger."

Those who have "interests and privileges will defend their privileges and interests, and some of them will even fight for them," he said.

"They will try to sabotage each step we take".

The Iraqi premier also said that, while some want him to make "unrealistic demands," he "will not demand anything that cannot be implemented."

The anti-corruption drive will be carried out without favor, including within his party, Abadi said.

"If there is a corrupt person in my party, I am against them, and if there is a good person in the party of my enemy, I am with him," he said.

Khalaf's responsibilities included providing advice and support to the premier, administrative services to the cabinet and managing state properties,according to a description of the post on a government website.

Obaidi said the second phase of liberation is underway and Iraqi security forces are in control of Anbar. The defense minister stressed that ISIS has lost its once-formidable military power.

Farhan Mohammed, a member of the Anbar provincial council, told Rudaw in June that there was little cooperation between the disparate Iraqi forces. He said the delay in the campaign was to allow for US military advisers to train Sunni tribal fighters and Iraqi forces.

ISIS seized Ramadi in May in what is considered one of the jihadists' most important victories.

Departing US Army chief won't rule out Iraq's partition
[RUDAW.NET] General Raymond Odierno said Wednesday that the partition of Iraq into separate administrative regions "might be the only solution" to the country's crisis, although the outgoing US Army Chief of Staff was careful to soften his position.

"I think its [reconciliation] is becoming more difficult by the day and I think there might be some alternative solutions that might come sometime in the future, where Iraq might not look like what it did in past," said Odierno, the US Army's 38th Chief of Staff, at his last presser at the Pentagon.

"[Partition] is something that could happen and might be the only solution, but I am not ready to say that," he said.

Odierno will be replaced Friday by General Mark Milley, concluding a 39-year career in the US military.

Israel has installed new "smart" fences around Gazoo-adjacent communities in the wake of Operation Protective Edge, featuring the ability to recognize suspicious activity and send troops to the scene in seconds.

Reports have surfaced in recent days, both from Israeli and Paleostinian sources, that Hamas has accelerated its construction of hidden attack tunnels. On Tuesday, Ibrahim Adel Shehadeh Shaer, a Hamas operative in Israeli custody, told the Shin Bet of the organization's plans to use tunnels in a future conflict. Hamas also claimed on Wednesday that it had captured an Israeli drone and made it operational.

Netanyahu Announces Major offshore Gas Deal

Germany confirms Peshmerga fighting ISIS were attacked by chemical weapons

The autonomous Kurdistan Regional Government (KRG) in northern Iraq had asked for international help to determine whether chemical weapons had been used in an attack late Tuesday on the Peshmerga on the Makhmur front, some 35 kilometers (22 miles) southwest of Erbil.

There was a "possible chemical weapons attack on the Kurdish frontlines at sector six," the German defense ministry said.

Muhammad Khoshawi, a Peshmerga commander, told Rudaw on Wednesday that a group of Western experts had arrived in the area to take samples and establish facts after a Tuesday night mortar attack on Kurdish positions in Makhmur, some 35 kilometers (22 miles) southwest of Erbil.

"Last night at least 45 mortar rounds were fired at our positions, which we believe were loaded with chemicals, since the wounds are different," Khoshawi, whose forces patrol the area, had said.

Burn wounds on the bodies of a number of Peshmerga were examined by the experts and sent to a laboratory for further studies, according to Khoshawi.

He said Peshmerga forces in the area were instructed to use gas masks in case of mortar attacks until results are verified in the laboratory.
