Kenya’s plan to send refugees back to Somalia suffers setback
[Shabelle English] Kenya’s plans to repatriate refugees living in Somali have suffered a major setback after more than 40 countries meeting in Brussels, Belgium, reportedly failed to pledge the funds needed for the cause.

Kenya and Somalia need at least $500 million for the repatriation exercise.

The Brussels conference last week only pledged $105 million, just about a fifth of the projected amount required.

The two countries are working together with the United Nations High Commission for Refugees (UNHCR) to oversee the program of the voluntary return of refugees to Somalia, called the ‘Plan of Action’.

“The over 100 million (dollars) pledged so far is considered a good beginning and it is hoped that it will serve to attract other funding soon. Therefore, we believe the amount pledged out of the total request will not impact negatively on the planned repatriation,” Mr Gamal Hassan, Somalia’s ambassador to Nairobi told the Nation.

The European Union (EU), which hosted the conference, committed €60 million “to support creation of sustainable solutions for Somali refugees in Somalia and in the region”.

€50 million from this amount will be directed towards reintegrating the refugees and the internally displaced people in Somalia by providing schools, clinics and social centres in addition to giving returnees tokens for their livelihoods.

The remaining amount will be used for supporting Kenyan communities near the Daadab refugee camp and providing relief for refugees in vulnerable situations.

The conference comes one year before the expiry of the Tripartite Agreement signed between Kenya, Somalia and the UNHCR in 2013 to encourage refugees to go back home voluntarily.

It is feared the deal will expire without fulfilling its intended purpose.

Taiz to be liberated in two weeks: Yemeni commander
The Arab coalition forces and their national Yemeni allies will be able to liberate Taiz from the coup insurgents in just two weeks, a senior Yemeni military commander was quoted on Tuesday as saying.

Major-General Nassir Al Tahiri, deputy chief of staff of the legitimate Yemeni armed forces, said the national resistance has succeeded in breaking into enemy lines and opening loopholes for the coalition and the army to send reinforcements for the final offensive against the Iranian-backed Houthis and their allies.

“The operation to liberate Taiz will not last more than 14 days…it has already started,” he told the London-based Saudi daily Asharqalawsat.

He said a new army brigade has been forced in Sanaa to support an upcoming campaign by the coalition and the army to seize the capital, the main stronghold of the Houthis and forces loyal to deposed President Ali Abdullah Saleh.

“We have also forced four new brigades following the liberation of Aden…other brigades have been backed up in other areas…there is a strategy to reshape and rehabilitate the army after the liberation,” he said.

Kerry seeks to reassure Tajikistan
[RFE/RL] Secretary of State Kerry is seeking to reassure Tajikistan, an Afghan neighbor concerned about the spread of Islamism, that the U.S. remains committed to Central Asian security. After talks with Tajik President Emomali Rahmon in Dushanbe, Kerry said he "emphasized the United States' commitment to work with Tajikistan and other countries...to strengthen border security."

Later, Kerry held talks with Turkmen President Gurbanguly Berdymukhammedov in Ashgabat, completing his first trip around the region in more than two years as Secretary of State.

On November 2 in Kazakhstan, Kerry praised President Nursultan Nazarbaev for his leadership in resisting Islamism but warned that the threat of terrorism is no excuse for suppressing democracy and dissent.

Merkel Warns of Balkans Fighting amid Migrant Influx

warned that fighting could break out in the Balkans, along the main route of migrants trying to reach Europe, if Germany closed its border with Austria, in remarks published Tuesday.

Amid ever-louder calls for Merkel to undertake drastic action to stem the tide of people entering her country, she again rejected the appeals, noting that tensions were already running high between the Western Balkans countries.

With an eye to deep rifts exposed after Hungary closed its frontier with Serbia and Croatia, Merkel said blocking the border with Austria to refugees and migrants would be reckless.

"It will lead to a backlash," Merkel was quoted in media reports as saying late Monday in an address to members of her conservative Christian Democratic Union (CDU) in the western city of Darmstadt.

"I do not want military conflicts to become necessary there again," Merkel added, referring to the Balkans.
The lady arranges the destruction of an entire continent from the noblest of motives.
She said disputes in a region already ravaged by war in the 1990s could quickly escalate, touching off a cycle of violence "no one wants".

Britain and France to Cooperate to Combat Migrant Smugglers
[AnNahar] Britannia and La Belle France are to strengthen police cooperation to dismantle people smuggling networks and combat undocumented migration, the French interior minister said on Monday.

Bernard Cazeneuve and his British counterpart Theresa May signed an agreement at a meeting in London on Monday night to increase cross-border cooperation in law enforcement.

"It's an agreement which reinforces cooperation between our police services, our intelligence services, and which also aims to ultimately increase judicial cooperation between our two countries in the fight against illegal immigration and smuggling networks," Cazeneuve said at a presser.

The interior minister said it was important to tackle smuggling networks on both sides of the English Channel that divides Britannia from La Belle France, as those involved were "often the same".

Cazeneuve said that more British officers would be stationed in Calais, where some 6,000 migrants live in ramshackle encampments as they try to cross to England, adding to existing British security reinforcements around the nearby port.

"Since October 25, British authorities have indicated to us that not one more migrant should cross into England," Cazeneuve.

Since the start of the year 26 networks have been dismantled in Calais, according to Cazeneuve. This compares to 14 broken up over 2014.
No doubt much hard work went into this accomplishment.

The magazine's editor-in-chief, Cevheri Guven, and its chief news editor, Murat Capan, were arrested after being detained by police.

Guven reportedly said in his testimony that Nokta's editorial team outlined the cover before the Nov. 1 general election, anticipating a coalition rather than a single-party government.

"President Erdogan is the most prominent figure in terms of the political authority and he is a leader designating politics. So we published a picture of him on the cover," he said, adding that the editorial team predicted a chaotic atmosphere in a possible coalition and therefore opted for the "civil war" headline.

This is not the first time that Nokta has experienced legal trouble due to its front cover. On Sept. 14, coppers raided its headquarters in Istanbul's Okmeydani neighborhood over the cover of its 18th issue, which showed Erdogan taking a selfie near a killed soldier's coffin, on charges of "insulting the Turkish president" and "making terrorist propaganda."

The issue was confiscated at delivery centers, and Capan was detained by police but later released on probation.

Turkish police detain 46, including high-ranking officials, in ‘parallel state’ operation

[Hurriyet] At least 46 people, including a number of high-ranking officials and security personnel, were detained in 18 Turkish provinces on Nov. 3, as part of an anti-terror operation in the Aegean province of Izmir against the followers of the U.S.-based holy man Fethullah Gulen, a former ally of President Recep Tayyip Erdogan

Among the 46 people detained were former Izmir Police Department Chief Ali Bilkay, former Deputy Police Chiefs Mehmet Ali Sevik and Ramazan Karakaya, a high-ranking police officer in the eastern province of Elazig, off-duty governors and deputy governors, and other bigwigs.

The police raided multiple locations and detained at least 44 people early on Nov. 3, on charges of "keeping militarily confidential information and documents" and "committing out-of-duty actions," the state-run Anadolu Agency reported.

The targeted a purported illegal organization that Erdogan and the government describe as the "Fetullahist Terrorist Organization," daily Hurriyet reported.

According to the Hurriyet report, detention warrants have been issued for a total of 57 people, including Gulen.

The operation in Izmir came as part of an investigation launched by the Izmir Chief Public Prosecutor's Office.

The move came less than a week after the Istanbul police used force on Oct. 28 to enter the headquarters and seize control of media outlets owned by the Koza Ipek Group. Police dramatically broke into the main broadcasting room and shut down the group's two TV stations upon a court ruling, which placed the media group's management under a trustee panel during the ongoing judicial probe into Koza Ipek's purported ties to Gulen.

Gulen has long been accused by Erdogan and Justice and Development Party (AKP) officials of forming a "parallel structure" in the police and other state organizations aiming to topple the government.

Congress Moves to Label Muslim Brotherhood a Terrorist Group
Cruz leads effort to sanction the group

Lawmakers in both houses of Congress filed legislation on Tuesday that would formally designate the Muslim Brotherhood a sanctioned terrorist organization, according to an advance copy of the legislation obtained by the Washington Free Beacon.

The legislation outlines the Brotherhood's long history of sponsoring terrorism and outlines congressional support for it to be designated a global terrorist outfit. The bill also would force Secretary of State John Kerry to explain why the Obama administration has been hesitant to label the Brotherhood a terrorist group.

"We have to stop pretending that the Brotherhood are not responsible for the terrorism they advocate and finance," Cruz told the Free Beacon. "We have to see it for what it is: a key international organization dedicated to waging violent jihad. Since the Obama administration refuses to utter the words'"radical Islamic terrorism,' and Congress owes it to the American people to tell them the truth about this threat."

The bill also helps combat the notion that Brotherhood is a peaceful political group, Cruz said.

Cruz has also led congressional efforts to designate Iran's Revolutionary Guard Corps an official state sponsor of terrorism.

That bill, submitted at the end of September, would likely mitigate the impact of sanctions relief provided to Iran under the recently inked nuclear deal.

"Branches of the [Revolutionary Guard Corps] have murdered hundreds of Americans," Cruz said in a statement at the time. "They have attacked our allies, notably Israel. They have provided material support for other designated terrorist groups, such as Hezbollah and Hamas. Yet for years the United States has sanctioned [Revolutionary Guard Corps] entities while leaving the organization itself untouched."

If the IRGC are designated as terrorist, it places the IRGC under the sanctions against terrorist organizations. This would put a big crimp into the Obama regimes sanction relief plans.

How the NYPD Stops Terror Attacks
[DailyBeast] Inside the tabletop exercises created by a small group within the NYPD after the Mumbai terror attacks.

The three-day terror attack in Mumbai, India, that began on November 26, 2008, killed 174 people and injured six hundred more. The complex, coordinated operation conducted by ten operatives of Lashkar-e-Taiba, a Pakistan-based terrorist organization, struck a train station, luxury hotels, a cafe's frequented by foreigners, and a Jewish community center. Due to the confusion and misinformation, it took twenty-eight hours for Indian security forces to trade fire with the terrorists, and thirty more before the terrorists were captured or killed. Just hours after the shooting stopped, senior New York Police Department (NYPD) officers were collecting information from the crime scenes. Within days, the NYPD Intelligence Division compiled a forty-nine page "Mumbai Attack Analysis," consisting of a detailed timeline, the weapons and tactics used, and the terrorists.

Then-Commissioner Ray Kelly instantly recognized that this brazen commando-style assault was a terrorist threat to the City that the NYPD was inadequately prepared for. The telltale sign that the Mumbai attackers were exceptionally proficient and patient was the absence of bullet holes in the ceiling. An excited or untrained gunman shooting an automatic weapon fires too high and too often. Kelly recalled that his investigators instead found tight three-bullet clusters consistently fired at head-level, which meant that the terrorists had been well trained to demonstrate such fire discipline. The day after the attacks started, Kelly decided that a tabletop exercise--modeled upon the Intelligence Division's analysis--would be prepared to test the responses and decision-making of the NYPD's senior commanders.

Fortunately, there was--and remains today--a small group within the NYPD Counterterrorism Bureau responsible for developing and conducting such exercises at the commissioner's direction in advance of prominent events (the Thanksgiving Day parade), in response to complex threats (missing highly radioactive material), or for new potential perpetrators (lone wolf attackers). The first under Commissioner William Bratton considered active shooters, backpack bombs, and a radiological event during Super Bowl XLVIII held at the Meadowlands in February 2014. The most recent, conducted in early September, simulated how commanders would respond to a potential hurricane hitting New York City, which would have eliminated the use of maritime or aerial assets, during Pope Francis' visit. Mayor Bill de Blasio has attended and actively participated in these exercises. Michael Bloomberg, by contrast, chose not to attend any during his time in office.
In a more accountable, infinitely more successful Law Enforcement world, Ray Kelly would be new Director of the FBI. Unfortunately, the Bureau and other gov't agencies see the NYPD as competition as opposed to a partner.

#1  Good grief, I've been hearing this drek from the same people for 25 years.

There will probably come a time when carriers are not important and given the Traitor-in-chief it could be tomorrow.

The main argument is almost purely political; What do we want the ability to do? Projection of political power is more important than projection of military power, though they go hand in hand.

I would like to ask the authors of this type of thinking what they envision as the alternative to parking a carrier in the Red Sea as a way of saying "Don't forget what you're dealing with".

#5  Having had some experience with them, I've always been a bit suspect of tax-exempt 'nonprofit' organizations. Especially those headquartered within the beltway. Claims of 'non-partisanship' are ridiculous considering their funding sources. Vegans don't generally operate cattle ranches. These organizations are little more than shadowy extensions of big government.

#6  Yes and no.
It is a fair question to ask and it needs to be asked, just like is there still a need to design a new and large MBT? Or another Manned Fighter?

As drones and automation with shared cloud AI develops we may very well see the end of a "carrier" in the traditional sense. Now something like it will be there to project power and political will, but it may be in the form of several smaller drone ships that can send out swarms of thousands of drones to attack targets.

Personally I see the carrier with manned planes at the same spot the battleship was during the 1915-1925 area. People saw the advantage of the new technology of the airplane and demonstrated that it could sink capital ships at Panama, but the technology wasn't mature enough to really bring into full mating with a capital ship hull.

By WW2 however, the technology was ready and mature and political ignorance and short shortsightedness kept the battleships at a false level of of importance right up until that fantasy was shattered at Pearl Harbor.

#7  In peacetime they excel at disaster relief (floating hospital that can generate excess clean water, etc). Nothing better to show the flag and impress the locals.

During wartime the intimidation factor alone probably has prevented a large number of wars from breaking out.

You can bet that a US nuclear attack submarine in the carrier's battle group had it in its sights with a firing solution at all time.

Carrier groups are packages. There is one cruiser (Aegis Combat System) and a couple of destroyers as well as that attack submarine.

If you attack one it is WWIII. Most countries want to still exist tomorrow.

#9  There is certainly a need for aircraft carriers. There may not be a need for more than a few 80,000 ton Ford-class carriers. A mid-sized carrier (40,000 tons) with Harriers, Ospreys and attack helicopters might be a very useful thing to have, and a lot cheaper to build and maintain.

There may also be a use for drone-class carriers -- not carrying the over-sized XB-47, but smaller drones. In that case a 20,000 ton ship with several dozen drones with different tasks and capabilities might be very nice.

As pointed out above, any carrier needs to be part of a package -- that package is just as expensive and as important as the carrier itself. That won't change much even if we distribute the load to smaller carriers.

Swedes, Kiwis to send training personnel to Kurdish areas
(IraqiNews.com) Arbil – Sweden confirmed on Tuesday its commitment to supporting the Kurdistan region in the war against ISIS, revealing its intention to increase the number of military trainers in Kurdistan.

A source in the presidency of the Kurdistan region said in an interview for IraqiNews.com, “The Kurdistan Region President Massoud Barzani met in Erbil with Secretary of Foreign Affairs of Sweden Margot Wallström and the Swedish Defense Minister Peter Hultqvist.”

The source, who asked anonymity, added: “the two ministers renewed the commitment of their country to support the Kurdistan region until the elimination of ISIS,” asserting that “the two ministers stressed that Sweden intends to increase the number of military trainers who are currently numbering 35 people in the Kurdistan region.”

Kiwis to send training personnel to Iraq

(IraqiNews.com) Baghdad – The government of New Zealand announced on Tuesday sending a new patch of its armed forces to Iraq, consisting of more than 100 trainers to help train the Iraqi security forces.

The Ministry of Defense of New Zealand said in a statement received by IraqiNews.com “A group of 105 military trainers had left Brisbane base in New Zealand heading to Iraq as part of non-combat mission to train the Iraqi army in Taji base,” pointing out that , “They will join the previous group of the New Zealand troops in Iraq, which had been deployed since April and amounted to 100 trainers. ”

The commander of the joint forces in the New Zealand Army said in a statement that “The Iraqi soldiers as well as their officers are eager to learn the skills needed to defeat ISIS and restore the lands.”

Knesset approves minimum jail time for rock throwing
[IsraelTimes] Sentence set for at least 3 years, though judge can reduce it in 'extraordinary' cases; Arab MK: Law is fuel on the fire

The Knesset on Monday enacted minimum prison terms for rock-throwing attacks against vehicles or pedestrians.

In a vote of 51 to 17, politicians approved a series of amendments to Israel's Criminal Law, raising the minimum prison sentence for rock throwing to three years. Among the law's provisions, parents of a minor imprisoned for rock throwing will now be denied state benefits for the minor for the period of the incarceration.

The law was passed as a "temporary provision" that must be renewed by the Knesset in three years' time.

"Setting minimum sentences is an extraordinary step," the bill's own explanatory preface says. "But the uniqueness of the [rock-throwing] phenomenon and its scale, which have expanded of late, justify as an extraordinary measure the establishment of minimum punishments in this case as a temporary provision," it states.

The minimum sentences are meant "to create deterrence," said Jewish Home MK Nissan Slomiansky, chair of the Knesset's Constitution Law and Justice Committee.

"Throwing a stone is attempted murder, and it is appropriate that it has a minimum sentence," he said, railing against the assumption of 'It's just a rock.'"

The law also strips parents of a minor imprisoned for rock throwing of welfare grants and other benefits linked to the minor for the duration of the incarceration.

The law was criticized by Arab politicians.

"You can't quench a fire with diesel fuel," Joint (Arab) List MK Jamal Zahalka said. "This law is fuel on the fire."

Zahalka also railed against the cancellation of some benefits for the parents of imprisoned minors. "There is no logic to punishing a father whose son threw a stone and didn't hit anything, while the father of a child who stabs his friend in school goes unpunished."

The law gives judges discretion to cancel the minimum sentence in "extraordinary circumstances."

Why? Are they afraid that their relatives will only figure it out after it's too late?

Maybe to an Arab. If they are other than Christian. It's going to be tough to prove who threw the rock, so this will have to do. Now maybe those "fathers" who have been inciting violence will start singing another tune. Or maybe the kids will figure it out. This is what has to be done to reign in these murderer-wanna-be's.

Cause of Sinai plane crash unknown, but Israel already prepared
[Jerusalem Post] The conflicting reports from senior Russian officials about the circumstances behind Saturday's crash of an Airbus A-321 in Sinai, in which 224 passengers and crew were killed, only serve to increase the spread of rumors and conspiracy theories. In actuality, nobody yet knows what caused the plane to go down.

A senior official from the Russian airline that operated the plane, Kogalymavia, claimed at a press conference in Moscow on Monday that only "an external force" could have caused the plane to blow apart in the air, fueling speculation among those who believe that the crash was caused by an act of terror. However, the head of Russia's State Civil Aviation Authority, Alexander Neradko, said that claims of external forces causing the crash "are not based on facts." According to Neradko, it is too soon to determine the cause of the tragedy. Only a thorough probe of the plane's fragments, and analysis of the black box - the device that records flight data - can help Russian and Egyptian aviation investigators come to a clear conclusion.

Slipping to final paragraphs.

If indeed the crash was caused by "an external force," as the airline representative claimed, which is not a technical failure, and again, it must be stressed that this is solely speculation, the more likely possibility is that a bomb was placed on Flight 9268. Such incidents have happened before. One instance in particular comes to mind, the tragedy of Pan Am Flight 103 from Frankfurt to New York on Christmas 1988. A bomb was placed on the flight by Libyan intelligence agents that caused it to explode above Lockerbie, Scotland, killing 259 passengers and crew members.

Egyptian security forces are well aware of the danger posed by terrorists, and airport security checks at Egyptian airports are stringent. However, no security apparatus is 100 percent immune to terrorist breaches.

In any event, at this stage conclusions cannot be drawn. And even if, eventually, it emerges that this was an act of terror and sabotage, there are no major implications for Israel.

The Shin Bet (Israel Security Agency) is responsible for securing flights to and from Israel, and it, as well as the IDF, has already for a number of years taken into account that Sinai Province terrorists could try to target planes coming from and going to the Israeli airports near the Egyptian border - Eilat and Uvda. The necessary precautions against such attempts have been taken. Furthermore, some Israeli planes have recently been outfitted with anti-missile systems.

As for security checks on the ground prior to flights, Israel is considered the most meticulous in the world (sometimes at the expense of passenger comfort, the right to privacy and racial or religious discrimination).
