[Khaama (Afghanistan)] The leader of Hezb-e-Islami Gulbuddin Hekmatyar ... who used to be known in intelligence circles as The Most Evil Man in the World but who now seems merely run-of-the-mill evil... has said the incident involving a prayer participant attempting to attack with him shoe in Herat ...a venerable old Persian-speaking city in western Afghanistan, populated mostly by Tadjiks, which is why it's not as blood-soaked as areas controlled by Pashtuns... mosque is not the work of the Afghans.
In a statement issued in the aftermath of the incident, Hekmatyar said the attempted desecration was hatched by those who are carrying out attacks in Shi’ite and Sunni mosques.
Hekmatyar further added that such individuals are hirelings of the outsiders who have in the past desecrated and insulted the president outside the country and their aim is to spark tensions and hatred among the people.
The leader of Hezb-e-Islami also added that those who were thinking that Herat and its residents would remain their hostage forever are now fearing to lose control specifically after his visit to the province.
According to Hekmatyar, the attempted shoe attack was apparently hatched by those to show a reaction to their defeat.
The incident took place last Friday during the Friday prayers after a man stood up from among the gathering and attempted to hit Hekmatyar with a shoe.
The main motive behind the attempted attack has not been ascertained so far but earlier unconfirmed reports suggested the man was trying to hit Hekmatyar to avenge the miserable condition his father is suffering from due to the tortures he faced from the members of the party in the past.
Hekmatyar arrived in Herat province last week as he is attempting to lobby among his supporters in support of the grinding of the peace processor.

Sources privy of the development have said President Trump has discussed the issue with Afghan counterpart President Ghani.
The sources have told The Guardian newspaper that a decision is expected from President Ghani soon as he may likely agree with the closure of the Taliban’s political office in Doha.
The decision was reportedly taken as several years have passed since the office was opened but no positive results were obtained.
On the other hand, reports regarding the closure of the Taliban office in Qatar emerge amid persistent tensions among the Soddy Arabia ...a kingdom taking up the bulk of the Arabian peninsula. Its primary economic activity involves exporting oil and soaking Islamic rubes on the annual hajj pilgrimage. The country supports a large number of princes in whatcha might call princely splendor. [Khaama (Afghanistan)] The ambassador of Pakistain to the United Nations ...an idea whose time has gone... Maleeha Lodhi has claimed that the ongoing instability in Afghanistan has internal links, a claim which comes in contrast to the US and Afghan officials statement regarding the sanctuaries being used by the terrorist groups to stage attacks in Afghanistan.
Speaking to a UN Security Council Debate, Lodhi claimed that the sources of insecurity in Afghanistan lie within Afghanistan.
She claimed that the twenty terrorist groups are operating in Afghanistan and said "The Afghan government would be better advised to focus more seriously
on its persisting challenges and embark on a course correction."
The Afghan officials are saying that the leadership councils and sanctuaries of the two groups have remained intact despite Pakistain launched major offensives against the terror groups.

[Christian Science Monitor] The strongman Russia installed to run a pacified Chechnya, Ramzan Kadyrov, increasingly poses a challenge to Russia's secular constitutional order. Kadyrov is imposing sharia on his population – and lately, even defying the Kremlin's foreign policy – with an apparent eye on an international Islamic stage.
Alexei Malashenko, an Islam expert with the Moscow Carnegie Center says, “Kadyrov wants to be considered a leader among world Muslims. His ambitions are very high. He has introduced politicized Islam in Chechnya, and this is definitely a problem for the Kremlin. Putin clearly does not like it.”
Kadyrov has always been one of the most unusual of Russia's regional leaders. Often his antics are baffling to outsiders, as when he recently ordered almost 1,000 divorced Chechen couples to reunite “for the sake of the children,” his ongoing efforts to force Chechen women to adhere to a “Muslim dress code,” or his endorsement of polygamy in Chechnya – which is strictly against Russian law.
At other times, even Russian social conservatives look on with horror, as when scores of gay Chechen men were rounded up earlier this year, beaten, tortured and an unknown number murdered. The frustration of Russian security services with Kadyrov over his consistent refusal to permit Moscow-based police to operate in the republic, sometimes punctuated by death threats, is an open secret.
The Chechen leader launched an open challenge to the Kremlin by staging a demonstration of at least half a million people in downtown Grozny earlier this month to express solidarity with the persecuted Rohingya Muslims of Myanmar and demand the Kremlin take action to protect them.
Asked about it later, a visibly annoyed Vladimir Putin merely said that “each person is entitled to having one’s own attitude regardless of rank or position.” But subsequently, police in Moscow violently suppressed a pro-Rohingya rally by local Muslims in front of the Myanmar embassy, arresting 17 people – all reportedly Chechens.
The conundrum for the Kremlin is that Kadyrov has pacified Chechnya and sidelined the internationally backed Islamist forces that in past years carried out dozens of terrorist attacks in major Russian cities. And Kadyrov seldom misses an opportunity to express his total loyalty to Putin personally.
Malashenko said, “Putin considers Kadyrov to be a pillar of Russian control in the Caucasus. Kadyrov has made so many enemies in Chechnya that, without Putin's backing, he probably would not last. So, they need each other."

This is interesting. My impression was Kadyrov was Putin's pet Chechen and was given a free hand as long as he kept a lid on things. If memory serves, there have been a number of bombings in Russia which have been attributed to Islamists (could just be business disputes, tho). Disappointing Mr. Putin doesn't seem like a career-enhancing move.
[ConservativeDailyPost] Texas has won an important court ruling concerning illegal aliens. A unanimous ruling from the 5th U.S. Circuit Court of Appeals has overturned Clinton-appointed Judge Orlando Garcia’s decision on August 31. The state is able to demand that local law enforcement comply with detainer requests by the U.S. Immigration and Customs Enforcement (ICE) agency.
Republican Texas Attorney General Ken Paxton hailed it as a clear victory, which will permit the state to "enforce the core" of the law. This means that although the panel hasn’t considered the entire scope, the state is able to mandate cooperation between federal immigration agents and local jails under the "anti-sanctuary city" measure.
The state of Texas passed Senate Bill 4 months ago and Governor Greg Abbott signed the legislation back in February. However, Texas has not been allowed to implement the law that was legally instituted because a few immigrants’ rights activists in a couple of cities and outside interests like the American Civil Liberties Union (ACLU) took the state to federal court and challenged the legality of the measure.
After Garcia issued a halt to the law taking effect last month, the state appealed the decision. The new ruling overturns Garcia’s halt that went into effect one day before the law was supposed to. Now, Texas can enforce the detainer provision, but the other issues will be thrashed out in November.
These include the ability to punish local law enforcement personnel who don’t abide by federal and state law concerning the detainment of illegal aliens. The ruling does provide the ability to pursue some penalties against officials who defy it, but at this point the extent is vague. The bill also includes sanctions on colleges and universities that ignore citizenship status and protect illegal students. These details will be ironed out later.
Charles Perry added the provision about colleges during the debate. He said, "The college campus aspect was needed because we’ve had a lot of rhetoric from some of the college campuses [saying] this is what we’re going to go out and do."
The bill was hotly debated in the state legislature. One lawmaker notified ICE when protesters who carried signs announcing their "undocumented" status were seen outside.
U.S. Attorney General Jeff Sessions has praised the measure and the Department of Justice filed arguments supporting the state law. Other attorney generals did likewise, sending a clear picture that the majority of Americans don’t want the wanton destruction of citizenship to occur. Liberals promote the Open Boarders agenda that aims at reestablishing serfdom, conservatives want to protect individual liberty.
Originally, Houston, Dallas, and Austin had sued the state concerning the legality of Senate Bill 4. The main reason for opposition of the bill stems from a supposed Fourth Amendment violation and the fact that penalties are vague for law enforcement officials who won’t comply.
Many people feel that Texas should forget sanctions and just arrest the sheriffs and police chiefs who break the federal and state law.
Liberal news outlets are connecting the legislation with President Trump. Although the Texas congress has had the bill in the works since before Trump handily won the election, for some reason liberals want to connect him with what they see as a racist measure. The truth of the matter is that the bill has nothing to do with race and everything to do with sovereignty.
The three judges on the appeals court, one which was appointed by Clinton and the other by Barack Obama, obviously take their oath seriously. The law was passed and does not violate any supposed constitutional protections because these illegal aliens are not being deprived of life, liberty or property.
These people are lawbreakers, and as such, are subject to justice. It’s not a violation of constitutional rights to put someone in jail if they’ve broken the law.
Paxton said in a statement, "Enforcing immigration law helps prevent dangerous criminals from being released into Texas communities," and he’s absolutely correct. The number of illegal violent crimes is outrageous, but it would still be unacceptable if one single person was raped or murdered by an illegal alien.
Immigration must be held in respect. Allowing people to flood the nation without proper documentation is dangerous and wrong. Texas earned a victory yesterday when it was allowed to implement a law that was legally passed. By trying to stop the state from putting it into effect, liberal activists groups are essentially rebelling against the republic that provides all Americans’ freedoms. Fortunately, the haters of liberty have failed.

[DAWN] A Senate committee on Tuesday expressed annoyance over the Election Commission of Pakistain’s (ECP) act of allowing a banned outfit’s candidate to contest the recently held by-poll in NA-120 (Lahore) constituency.
The Senate Standing Committee on Parliamentary Affairs, which met here with Sherry Rehman in the chair, wondered how an election symbol had been allotted to the candidate of a banned ...the word banned seems to have a different meaning in Pakistain than it does in most other places. Or maybe it simply lacks any meaning at all...

An official of the ECP explained that Milli Moslem League (MML) was not registered with it and it had allotted a symbol to independent candidate Yaqoob Sheikh, who was apparently affiliated to the party.
An explanation on the issue had already been sought by the interior ministry.
The reply, however, did not satisfy the Senate body, with its chairperson Sherry Rehman and member Saifullah Khan Magsi pointing out that posters and banners of the candidate, who surprised many by bagging around 6,000 votes in the by-election, bore pictures of the banned group’s leaders, which brought a bad name to Pakistain.
The Senate body was of the view that the ECP should have taken strict notice of the matter. If the law required an amendment, a proposed amendment should be presented to parliament.

Earlier, an official of the home department presented the latest detention order of the petitioner before the court during hearing of a plea challenging previous detention orders issued for the JuD chief and his aides.
Justice Syed Mazahar Ali Akbar Naqvi turned down a home department request for holding in-camera proceedings of the petition as the matter was sensitive. The judge adjourned hearing for a day.
JuD leaders’ counsel Advocate A K Dogar had contended the government detained the petitioners on the basis of mere apprehension. He said under the law no presumption and assumption could give rise to any apprehension unless it was supported by some piece of evidence.
The counsel argued that an order of preventive detention had to satisfy the requirements laid down by the Supreme Court in many of its judgments but in the instant case blatant violation of laws had been committed by the government.
He said imprisonment without trial and conviction was prima facie unlawful and unconstitutional. Other petitioners include Abdullah Ubaid, Malik Zafar Iqbal, Abdul Rehman Abid and Qazi Kashif Hussain.
The home department previously told the court that activities of JuD leaders, if released, would pose a serious threat to the public safety and cause breach of public order.
It said a number of cases had been registered against Falah-e-Insaniat Foundation (FIF), a sister organisatison of JuD, while the detainees also launched a campaign of their political party, which was still not registered with the Election Commission of Pakistain.

[DAWN] Interior Minister Ahsan Iqbal on Tuesday urged global cooperation in the fight against terrorism and international crime at the 86th General Assembly of Interpol in Beijing, according to China.org, an authorised Chinese government portal.
"The growing challenge of globalisation at all levels requires a collaborative approach to tackle terrorism, cybercrime, narcotics trade and human smuggling," China.org quoted the minister saying at the assembly.
"Today hard boyz and criminals are forming global networks which require strong global collaboration between crime-fighting organizations," Iqbal said, adding that Pakistain is working on modernising its police force in order to meet the challenges presented by international crime rings and terrorism.
Highlighting Pakistain's successes in the fight against terrorism, the minister said that the country is willing to share its experiences with the global community in an effort to increase cooperation, China.org said.
"Pakistain is strongly committed to the charter of Interpol and looks forward to working with the international community for promoting peace and security," Iqbal was quoted as saying.
During his speech, Iqbal said that the China-Pakistain Economic Corridor would open economic opportunities to the region and therefore, facilitate the promotion of regional stability.
The minister also endorsed Chinese President Xi Jinping's vision of global security governance, saying that it was the need of the hour. He also welcomed Xi's announcement that China is committed to helping developing countries fight crime.

Russia on Wednesday warned Iraq and the Kurds against taking any steps that might destabilize the Middle East after a Kurdish independence referendum, encouraging both sides to hold talks to find a solution within the framework of a single Iraqi state.

[Iran Press TV] Iran’s Khatam al-Anbiya Air Defense Base has deployed new missile batteries to the western parts of the country to increase Iranian forces' preparedness to give a firm response to any possible act of aggression, a senior Iranian commander says.
"The Khatam al-Anbiya Air Defense Base has taken this step to strengthen its air defense shield in the western areas and enhance its preparedness to give a decisive response to any act of aggression by dispatching new missile batteries," deputy commander of the Khatam al-Anbiya Air Defense Base for operations, Alireza Elhami, said on Tuesday.
He added that Iran’s air defense system continuously safeguarded security in the western parts of the country, particularly in border areas, by using different types of radar, missile, intelligence, communication and artillery equipment.
He noted that Khatam al-Anbiya Air Defense Base, in line with its responsibilities, had provided an air defense umbrella over different maneuvers and exercises held by Iranian Army and the Islamic Revolution Guards Corps (IRGC) in western part of the country.
Elhami’s remarks came few days after the IRGC ground forces held heavy artillery fire drills, codenamed Moharram, in the country’s northwestern area.
The Hamzeh Seyyed al-Shohadah Base of the IRGC ground forces played the central part in the maneuvers.
