Poland plans to bolster military amid threats from Belarus, Russia
[DW] The Polish military has announced plans to more than double its troop numbers, as the country faces security and migration challenges on its eastern border.

The Polish government revealed a homeland defense bill on Tuesday, which could see a massive boost to the country's military.

The leader of the ruling Law and Justice party (PiS), Jaroslaw Kaczynski, who is also deputy prime minister, said the bill comes as a response to current global trends and Poland's political geography.

Speaking at a news conference in Warsaw, Kaczynski cited "Russia's imperial ambitions" and the migrant challenge on its eastern border with Belarus as top security challenges.

"If we want to avoid the worst, that is war, we have to act according to the old rule: 'If you want peace, prepare for war,'"Kaczynski said.

WHAT DOES THE DEFENSE PLAN ENTAIL?
Both Kaczynski and Polish Defense Minister Mariusz Blaszczak jointly presented the defense proposal.

Troop numbers would more than double from the current number of 110,000 to 250,000 soldiers, along with 50,000 reserve troops.

Kaczynski said the plan entails purchasing military equipment produced in the US and elsewhere in the EU.

The boost in troop numbers would not require a return to compulsory national service, the officials said.

GOP bill seeks to stop Jerusalem consulate for Palestinians
[JPost] The US would need Israel’s approval to open a consulate, and the current government in Jerusalem opposes the move.

US Senator Bill Hagerty of Tennessee, along with 33 other Republican senators, introduced a bill on Tuesday meant to block the Biden administration from opening a consulate serving Palestinians in Jerusalem.

The Upholding the 1995 Jerusalem Embassy Law Act of 2021 is meant to ensure the full implementation of the 1995 Jerusalem Embassy Act and stop what Hagerty views as the Biden administration’s attempted subversion of that law.

US President Joe Biden has said he will not reverse former president Donald Trump’s recognition of Jerusalem as Israel’s capital.

However, Biden promised in his election campaign that he would reopen the consulate to the Palestinians in Jerusalem, which was merged into the US Embassy to Israel in 2018, when Trump implemented the 1995 law and moved the embassy from Tel Aviv to Jerusalem.

Secretary of State Antony Blinken and other US officials have said they will reopen the consulate, which was historically in a building on Agron Street in downtown Jerusalem.

Hagerty said: "It is regrettable that the Biden administration insists on making moves that divide the United States and Israel when our two nations should be laser-focused on stopping Iran’s terror-sponsoring regime from going nuclear, on countering growing threats from Hezbollah, Hamas, and other Iran-backed terrorist groups, and on strengthening and expanding the historic Abraham Accords that truly have increased peace in the Middle East."

"The Trump administration kept its promise to move the US Embassy to Jerusalem, the eternal and indivisible capital of the Jewish State, and Congress must do everything in our power to strengthen our posture," he added.

The new act quotes the 1995 law, which states, "Jerusalem should remain an undivided city," and calls for it to be recognized as the capital of Israel and the relocation of the US Embassy.

It also quotes the Foreign Relations Authorization Act, Fiscal Year 2003, which states: "None of the funds authorized to be appropriated by this act may be expended for the operation of a United States consulate or diplomatic facility in Jerusalem unless such consulate or diplomatic facility is under the supervision of the United States Ambassador to Israel."

As such, the bill says: "It is the policy of the United States... to uphold, preserve and reaffirm United States recognition of Jerusalem as the eternal capital of the State of Israel and an undivided city in which the rights of every ethnic and religious group are protected; to maintain the United States Embassy to the State of Israel in Jerusalem, the capital of the State of Israel; and not to reopen, open or otherwise maintain a United States Embassy, Consulate General, Legation, Consular Office or any other diplomatic facility in Jerusalem other than the United States Embassy to the State of Israel."

It would also amend the Foreign Service Buildings Act to add a prohibition against using funds for a US diplomatic facility in Jerusalem other than under the US Embassy to Israel.

has taken another step to increase its enrichment activities in purifying uranium beyond 20 percent, Rooters reported Monday, citing a report by the International Atomic Agency.

The move at Iran’s Natanz plant is likely aimed at building knowledge of the refinement process, the report said, as the product from changes to centrifuges is not being kept.

Though Iran already enriches uranium to 60% at Natanz, research to improve enrichment methods is opposed by Western powers, as it is irreversible and builds Iran’s ability to produce weapons-grade uranium.

"On 25 October 2021, the Agency verified that Iran began feeding (uranium hexafluoride gas) enriched up to 20% U-235 into a single IR-6 centrifuge in R&D line 2 at PFEP," the IAEA said in its report.

"The resulting product and tails streams were being re-combined," the IAEA report noted, meaning that the enriched uranium was not being stored.

In response to the developments, the IAEA report said it will "increase the frequency and intensity of its safeguards activities" at the Pilot Fuel Enrichment Plant, an aboveground facility located at the Natanz site.

A statement from the IAEA outlining the report said that, last week, Iran had notified that it planned to make changes involving uranium enriched up to 20% in the setup of clusters of small to medium-sized enrichment centrifuges at Natanz. However,

so far, those additional machines have not been fed, according to the IAEA report.

Earlier this month, the head of Iran’s atomic energy agency said the country has enriched more than 120 kilograms of 20% enriched uranium.

In September, the IAEA reported that Iran had boosted its stocks enriched above the percentage allowed in a deal with world powers known as the Joint Comprehensive Plan of Action.

The IAEA had estimated that Iran had 84.3 kilos of uranium enriched to 20% (up from 62.8 kilos when the IAEA last reported in May).

Under the JCPOA, Iran was not meant to enrich uranium above 3.67%, well below the 90% threshold needed for use in a nuclear weapon.

On Monday US Special Envoy for Iran Robert Malley said Iran’s explanations for staying away from nuclear talks in Vienna are "wearing thin."

Malley said Washington is increasingly concerned Iran will choose to continue to delay the resumption of nuclear talks or come back to the negotiations with unrealistic demands. The US is intensifying "in the coming days and weeks" its diplomacy and consulting with allies on steps should Iran choose that path, according to Malley.

Though the preference is to find a diplomatic solution, Malley reiterated that the US will use "other tools" to stop Iran from acquiring nuclear weapons if the Vienna talks fail.
