Nigerians arrested over banking scam
SOUTH Korean have arrested three Nigerians for allegedly obtaining millions of dollars from Citibank with a forged document purportedly from Ethiopia's central bank.

Police said the suspects were caught on Monday in Seoul following a tip-off from a local bank employee as they tried to withdraw money from a bank account. It had been frozen at Citibank's request.

In August the trio allegedly sent a forged payment request from the Ethiopian central bank to Citibank in New York. They asked for more than $US30 million ($45m) to be sent to bank accounts in several countries, including South Korea, China and Tanzania. "Citibank apparently transferred most of the money, including nine billion won ($9.5m) sent to four local banks in Seoul,''
The Nigerians had already handed over most of the eight billion won to unspecified Ethiopians.
Detective Jung Hyun-Soo said. It was unclear whether money was withdrawn from accounts in other countries, he said. Of the nine billion won transferred to South Korea, police said the Nigerians had already withdrawn eight billion and were detained while trying to obtain the remaining one billion.

Han Jeong, a senior police officer at Yongsan, told Yonhap news agency the Nigerians had already handed over most of the eight billion won to unspecified Ethiopians. "After belatedly discovering that the documents had been forged, Citibank notified the Korean banks,'' Mr Han said.

Two of the suspects were in South Korea on business visas while a third was an illegal immigrant. Their names were withheld. "We're working closely with police in their investigation,'' a Citibank Korea spokeswoman said. Police said Citibank officials told them that the forged document looked authentic and had the signatures of the central bank governor and directors.

As Zimbabwe Falls, Its Market Soars
While markets around the world swoon, the Zimbabwe Stock Exchange is marking record gains as citizens turn to equities in a desperate attempt to protect their money from the country's stratospheric hyperinflation. The benchmark Industrial Index soared 257 percent Tuesday, besting a one-day record of 241 percent set Monday, with share prices of some companies rising by up to 3,500 percent.

But before any Wall Street traders pack their bags and head to Africa, they should bear in mind that these figures are just another representation of Zimbabwe's collapsing economy and are almost meaningless in real terms.

Zimbabwe is staggering under the world's worst inflation, a looming humanitarian emergency and worsening shortages of food and most basic goods. Inflation is officially running at an annual pace of 231 million percent, but some experts put it at about 20 trillion percent.

"People are forced to come on the stock market," said Emmanuel Munyukwi, chief executive of the Zimbabwe Stock Exchange. "They believe that after hard currency, the stock market is the only viable option where you can get a bit of a return."

With the unofficial exchange rate against the U.S. dollar leaping from 30 million Zimbabwean dollars Friday to 100 million Monday, people are trying to hedge against inflation by turning to equities. Jonathan Waters, head of ZFN, a financial networking and analysis company, cautioned against too much optimism over the market's performance. "Nothing has really changed. The market is treading water," he said.

Jamaat now accepts plenary power of JS
Bangladesh Jamaat-e-Islami has made further changes in its constitution to accept the lawmaking power of parliament and conform to the criteria for registration. It has deleted from its revised charter the phrases that undermine the legislative authority conferred on parliament by the republic's constitution, said sources at the Election Commission (EC) Secretariat.

Section 2 (5) in the interim charter it submitted to the EC Monday said people must not accept anyone except Allah as the law-making authority. They must not swear loyalty to anyone except Allah. Besides, it added, they shall refuse to obey anything that is not ordained by Allah and based on the laws coming from Him.

The technical committee commissioned by the EC to examine the registration applications found the phrases unconstitutional. It asked Jamaat to get rid of the words when the party's legal affairs secretary met it at the EC Secretariat Wednesday afternoon.

In response, Jamaat hurried to fix the problem. In hours, it informed the committee that it had deleted the phrases in dispute, added the EC sources.

Following the deletion, the EC accepted Jamaat's charter, and said it does no longer run counter to the country's constitution. Technical committee chief Nurul Islam Khan yesterday said, "We are pleased that Jamaat has discarded the phrases."

Speaking to reporters at his office, he said, "We don't think the party now will have trouble getting registered."

According to the revised Representation of the People Order (RPO), a political party shall not be qualified for registration if the objectives in its constitution contradict those in the constitution of the People's Republic of Bangladesh.

Meanwhile, the EC yesterday directed BNP not to keep Jatiyatabadi Chhatra Dal (JCD) and Jatiyatabadi Sramik Dal as its associated organisations, EC sources said. It communicated the instructions to the party at a meeting with BNP Joint Secretary General Nazrul Islam Khan.

After the meeting at the EC Secretariat, the BNP leader told reporters that the party does not require any major changes in its revised charter. "As far as I can make out, I don't see any obstacle for us to getting registered," he said referring to his discussions with the EC.

In its provisional constitution turned in to the EC Monday, BNP scrapped the provision for front organisations, but had a section providing for associated bodies made up of students and workers. The expert committee found that giving JCD and Jatiyatabadi Sramik Dal the status of associated organisations contradicts the registration criteria.

Sources in the EC said the commission is optimistic that like Awami League, BNP too will bring about the necessary changes in its constitution.

Russia 'masses troops' amid Georgia fears
Russia reportedly increases its military presence in south Caucasus amid news of Georgian armed movements near the troubled republics there. Georgian Interior Ministry, on Thursday, claimed '2,000 additional Russian troops have been deployed in South Ossetia' bringing the total number of Russian soldiers there to around 7,000.

The reported increase comes while the Russian Foreign Minister Sergei Lavrov complains of suspicious Georgian movements around South Ossetia and Abkhazia -- the South Caucasian independence-leaning republics.

Lavrov warned that Georgia was 'periodically' sending 'special purpose units and other armed formations to' nearby areas. He suggested this could amount to use of force against the republics. "The EU monitors pay little attention to these aspects. We should not forget that the European Union acts as a guarantor of non-use of force against South Ossetia and Abkhazia," he added, RIA Novosti reported.

Spokeswoman for South Ossetian government, Irina Gagloyeva confirmed the Georgian movements saying, however, that "we feel safe with them (the Russian troops) around since we face continual provocations from the Georgian side.''

"The latest terrorist attack by Georgia," according to the Abkhazian Defense Minister, Mirab Kishmariya, resulted in the death of the head of the province's military intelligence Eduard Emin-zade and the landlord of the house in which the military official was found dead.

The Georgian Interior Ministry has rejected the charges while similarly accusing Russia of 'provocations'.

N. Korea's human rights state 'grave'
UN(AP) -- North Korea is using public executions to intimidate its citizens and has imposed restrictions on long distance calls to block the spread of news about rising food shortages, the U.N. investigator on human rights in the reclusive nation said.

Vitit Muntarbhorn told the U.N. General Assembly's human rights committee that North Korea has also imposed more severe sanctions on people seeking to leave the country and those forcibly returned, and still detains "very large numbers" of people in camps.

"The human rights situation in the Democratic People's Republic of Korea remains grave in a number of key areas," Muntarbhorn said Thursday. "Particularly disconcerting is the use of public executions to intimidate the public," he said. "This is despite various law reforms in 2004 and 2005, which claim to have improved the criminal law framework and related sanctions." He cited the "great disparity" in the access to food by the country's elite and the rest of the population, nonexistent political participation, rigid control over the media and those professing religious beliefs, and the persecution of dissidents.

His remarks coincided with a warning from the head of the U.N. food agency in North Korea that millions face a food crisis. Jean-Pierre de Margerie, the World Food Program's country director, said some areas in the northeast are facing "a humanitarian emergency" and about 2.7 million people on the west coast will also run out of food in October.

Muntarbhorn said there is a "very, very serious problem this year with food," and WFP is assisting some 6.5 million people. "The immediate food needs are closely related to the need for fertilizers and fuel," he said. "I'm all for a concrete development process that ensures, that nurtures, food security."

Muntarbhorn, a Thai specialist in human rights law, said North Korean authorities have not allowed him to visit the country since he was appointed in 2004 by the former U.N. Human Rights Commission as an independent expert to monitor the situation. However, he still held out hope for an invitation. The Geneva-based Human Rights Council replaced the commission in June 2005.

On a more positive note, he told reporters the six-party talks on North Korea's nuclear program have created some space to discuss human rights concerns, which he welcomed. Muntarbhorn also noted North Korea's decision to give humanitarian agencies greater access to areas affected by devastating floods in August 2007 and indications that authorities "have cooperated relatively well" with U.N. and other agencies distributing food and aid to the needy.

On issues related to rights and freedoms, Muntarbhorn said there are reports of a crackdown on clandestine cell phones."Some inhabitants watch clandestinely video and TV programs from the south, but in 2008 there were reports of crackdowns on South Korean videos," he said. "From information received, the authorities have imposed restrictions on long distance telephone calls to block the spreading of news concerning the current food shortage," Muntarbhorn added. As for freedom of religion, Muntarbhorn said, "persecution of those profession their faith is pervasive, with families sent to prison for adhering to religious beliefs."

In the short-term, he urged North Korea to provide access to food and other necessities for all people, end the punishment of asylum seekers, terminate public executions and resolve the issue of foreign abductions. In the longer term, Muntarbhorn called on the North to promote more equitable development, overcome disparities in access to food, modernize the legal and prison systems and abide by the rule of law, and build an independent judiciary.

IBD/TIPP Tracking Poll: Day Eleven
McCain has cut into Obama's lead for a second day and is now just 1.1 points behind. The spread was 3.7 Wednesday and 6.0 Tuesday. The Republican is making headway with middle- and working- class voters, and has surged 10 points in two days among those earning between $30,000 and $75,000. He has also gone from an 11-point deficit to a 9-point lead among Catholics.

#1  ...The polls have been so all-over-the-place this time - even worse than 04 - that I've just automatically started assuming that they're lying. It's already been admitted that the OH polls in 04 - which showed Kerry comfortably ahead of Bush, when the exact opposite was true - were finagled in order to influence voting. This year, we get polls that show Obama several points ahead of McCain, followed by stories that essentially tell us, "You might as well vote for Obama, the other guy hasn't a chance-" and then we see polls that show it;s a hell of a lot closer.

#14  What bothers me about the polls is they seem to have an impact of their own. How many contributions have gone to candidates just because they were ahead in the polls and the contributors wanted to curry the favor of the presumed winner? How many votes have been cast for less favorable candidates because the voter didn't want to "throw his vote away" on a loser? How many debates have been held where the moderators directed their questions to candidates who were ahead in the polls while ignoring legitimate, viable candidates who were behind in the polls? To the extent that polls can become self-fulfilling prophecies I never participate in them. When they call me at home I tell them I only participate in one poll and that one is the official polling place on election day.

#19  Many of the pollsters seem to be in the bag for Obama as is the MSM. Seems like they are trying to create some kind of bandwagon effect such as "don't bother to turn out and vote for McCain and Palin" since the messiah's presidency is inevitable. I am hoping no one believes this BS. I also hope McCain and Palin win on election day. The Obama-Biden campaign is fraudulent and based on empty promises and disinformation. Their only promise is of a movement towards socialism and a hard turn to the left. The country has survived for a long time despite wars and economic bad times and whatever clowns are in office. The principles on which it was founded are sound. The country will will endure.

The teacher's union pushed bushels of money into the no-on-8 ad campaign, cutting ads saying they would never push gay marriage acceptance in the classroom, nosirreee. The in-your-face ruling by the CASC, Gavin Newsome's obnoxious speech, and outright lies of the gay lobby have made many (including my own sensitive self) ready to crawl over broken glass to vote yes on 8. Our Catholic church has been preaching the same, and I think it passes with ease. The polls say different, but then, they've been wrong on most of the elections here pushing an agenda rather than accurately sampling. Discouraging turnout is what it's all about now.

India Building Airfields Along China Border
NEW DELHI - India is constructing a number of airfields close to the border with China to counter any potential threats even though the two countries have taken adequate measures to ensure peace along the frontier, External Affairs Minister Pranab Mukherjee told parliament on Thursday.

“Thirteen operational roads are to be completed in Arunachal Pradesh. We are also constructing airports (airfields) close to the border,” he said while replying to a supplementary during question hour in the Rajya Sabha.

Responding to a question on Chinese incursions along the Line of Actual Control, Mukherjee attributed these to the “different perceptions” of the two countries. “There is a disputed area of 38,000 sq km that we say China has illegally occupied. In addition, there are 5,000 sq km that Pakistan has ceded to China from the part of Kashmir it controls. China thinks Arunachal Pradesh is part of its territory.”

OPEC ministers cut output at meeting
The OPEC cartel on Friday decided to slash oil production by 1.5 million barrels a day as of next month in an attempt to stem plunging prices for crude. The size of the cut reflected concerns within the Organization of Petroleum Exporting Countries that the bottom appears to be falling out of the market. Crude is selling for 50 percent less than this year's historic heights because the worldwide economic crisis has put a huge crimp in demand.

But prices sagged, suggesting that the market was more concerned with the economic turmoil reaching into all corners of the globe than crude availability. If economies in the U.S. and other leading crude consumers continue to deteriorate, industries will use less oil, making it a buyer's market. Despite the OPEC cut, benchmark crude futures fell $3.99 to $63.85 a barrel in electronic trading on the New York Mercantile Exchange by midafternoon in Singapore. The contract overnight rose $1.09 to settle at $67.84.

The language of an OPEC statement announcing the decision also reflected how seriously the producers' cartel viewed the erosion of its revenues, as did the unusually short deliberations leading to the decision. "Oil prices have witnessed a dramatic collapse — unprecedented in speed and magnitude," said a statement from the 13-nation organization. "This slowdown in demand is serving to exacerbate the situation in a market which has been oversupplied with crude for some time."

The cut announced is already sizable. But because OPEC nations continue to overproduce by about 300,000 barrels a day from the official quota of close to 29 million barrels the total amount that the 13-nation group wants to take off the market is even higher — around 1.8 million barrels a day. And OPEC officials left no doubt that they were ready to slice deeper quickly if Friday's decision does not end the price freefall.

Friday's meeting was called unexpectedly in response to prices that have disintegrated since their historic high of nearly $150 in July. And OPEC President Chakib Khelil said OPEC was ready to convene another emergency session before its next planned gathering in December in Algeria "if there are further decisions that have to be made" on slashing prices.

Countrys like Nicaragua, Central America, are seen there basic needs, like food, water and energy prices go in so high it is becaming imposible for them to purchase all of them. people are actually suffering. i cant even imagineg how it must be in countries from africa.

Actually, I think it's energy prices that drive all the other prices. Stuff needs to be transported to where it's being used, and oil features in the transportation segment. My feeling is that oil demand will plunge by tens of millions of barrels, and there is nothing OPEC can do about that.

Bullshit. We have enough socialized government meddling in the affairs of businesses as it is. What we need is domestic drilling, domestic refining, and domestic distribution of refined products. We also need nuclear power plants - about 75 of them. We need, until those nuke plants come online, about 100 clean-coal power plants. We also need a muzzle on the EPA, and someone to stand up to the entire government and reaffirm that anthropomorphic global warming is a myth that needs to be thoroughly discredited. If that takes breaking a few heads (Algore and company), so be it. We need to tell OPEC they can take their production control and insert it in the appropriate body orifice.

Nasty memories? Mouse method could wipe slate clean
Scientists in the US say they have developed the ability to selectively wipe out uncomfortable memories. In experiments with mice, researchers from the Georgia College of Medicine were able to eliminate memories without any damage to the rodents' brains.

They suggested that the technique which works on a particular protein in the brain could, one day, be used to help humans overcome traumatic events. However, the chief scientist said this was "years or even decades away".

Memories, even painful ones, are an important part of the learning process but for some people recalling traumatic events can be extremely damaging to their lives. Scientists at the Georgia College of Medicine say they have found a molecular mechanism that can rapidly remove specific memories.

Working with mice, the researchers found that a particular protein has a crucial role in the formation of memories. Making the mice over-produce this protein while recalling a specific and painful event caused the memory to be completely eliminated.

The scientists say that in the long-term it should be possible to develop a pill that wipes out traumatic and fearful memories in humans.

Dr Joe Tsien, of the Brain and Behaviour Discovery Institute in Georgia said: "First of all I should emphasise the methodology is not applicable to the human clinical situation yet. "However, it does suggest molecular paradigms which we can explore to perhaps achieve the same kind of effects in humans - but those are probably years or decades away."

Dr Tsien said the technique might one day be applied to war veterans who "often suffer from reoccurring traumatic memory replays after returning home".

St. Louis, Missouri students face punishment for `Hit a Jew Day'

ST. LOUIS (AP) - At least four students from a suburban St. Louis middle school face punishment for allegedly hitting Jewish classmates during what they called "Hit a Jew Day."

The incident happened last week at Parkway West Middle School in Chesterfield.

District officials said Thursday they believe that fewer than 10 children of the district's 35 Jewish students were struck. District spokesman Paul Tandy said that in most cases, the students were hit on the back of their shoulders but one student was slapped in the face.

It began with an unofficial "Spirit Week" among sixth-graders that started harmlessly enough with a "Hug a Friend Day." Then there was "High Five Day."

Soon, though, the days moved from friendly to silly. Next there was "Hit a Tall Person Day" and, finally, "Hit a Jew Day."

District officials believe a handful of children were directly involved. Those who actually struck classmates could face suspension and required counseling, Tandy said. Others who weren't directly involved but taunted Jewish students or egged on classmates could face lesser penalties. "There is a mix of sadness and outrage," Tandy said. "The concern is a lot of kids knew about it and they didn't take action or say anything."

Karen Aroesty, St. Louis regional director of the Anti-Defamation League, said this was more than a case of bullying. Officials from the group will meet Friday with district leaders to discuss the matter.

Anyone hear about investigations into their behavior in this financial melt down with them rating the Ponzi houses above junk for so long? I thought the purpose of ratings was to predict future behavior, not verify after the fact.

Regarding their goodwill: They've kept their profits up artificially by buying lots of regional and local papers (the local Sarasota paper is owned by the NYT). These papers still make money off local advertizing.

These local papers wind up subsidizing that horrible trainwreck that is the New York Times.
