#1 The photos of the source article show a long row of burnt-out houses right on the beachfront. AFAICT, there was nothing to prevent a homeowner from running an intake pipe down the beach and into the seawater. Along with a fuel powered pump, that water could have been used to fight a fire, if only for buildings directly on the shoreline. The expense of doing that seems very small in proportion to the expense of replacing the destroyed building.

#2 That whole area's subsurface is tenuous at best for building foundational support. Not much topsoil and an underlying loose rock structure.

Take away the ground cover (like, in a fire) and the soil in steeper areas looses any support. Given any amount or water (or even a very minor earthquake), it lets go pretty easily.
