Let's see.
Use a few low level intrusions to scope out the response times and processes.

Get NORAD to the point where it is saying ... likely just another BS idiot pilot.

Then use an innocent looking "Cessna O-1 Bird Dog" loaded with 2x SAW's and toss in a 500kg.
