#2 The investigation has found that the building was not identified by the tank crew as belonging to the UN.

Then its a "Oopsie!" in a war theater. The original Geneva required that sanctuary buildings be clearly and unequivocally marked to avoid such mishaps. Just because the UN doesn't want its buildings shelled is not enough.
