The Pentagon generals fought President Trump’s orders on the subject for four years, when they could have been organizing the thing, yes. And then President Biden dramatically rejected those plans while the generals fought him, with the result that today embassy staff are trying to stop self-organized private rescue attempts that need not have been necessary.
