#1 This makes sense. When I worked for TSA (don't ask), our Bellingham WA airport was an open carry area, in the public areas. Only past the checkpoints were there weapon restrictions. This drove my boss nuts, especially when another supervisor brought a 9mm into the office to show a co-worker. A WSP Officer broke out his RCW manual and verified that no law was broken.
It would be interesting to see how this conflict would be resolved if this new scanner detected an object that later turned out to be a lawfully carried weapon.
