#1 Dem areas: Austin of course (nutbag central), Houston until you get to the northern and western suburbs, central San Antonio (suburbs are military and conservative thanks to Ft Sam, Lackland AFB, Kelly), and to a lesser extent Dallas (mainly central-downtown and a bit of Fort Worth).

#2 If I remember right there's less than 100 Texas Rangers, so local LEO's would benefit.

#3 Then there is the Texas State Guard . Not too many but they are mostly present and former police and they can deputize. Formed up during WW II when the National Guard was sent overseas and Texas didn't have a force to send into disaster areas to prevent looting and such.
