#1 What did you think the function of Ellis Island was?
It was to screen for diseases to prevent entry into the general population. Normal legal immigration the screening occurs before they enter.

#3 Brownsville-McAllen-Del Rio had a huge surge in COVID a couple of months ago, way out of line with the rest of the state. It's subsided now, so I guess to point of entry moved west.
