You isolate 'plague' carriers. You don't bring them into the community.

#4 Can you lock them in 'prison?' I thought that was only for convicted criminals, which they are not. Pending conviction would they not be kept in 'jails?' Jails under the jurisdiction of the body responsible for their trials?
