#5 Is someone trying to blind LE, emergency services and military and NG comms? You'd think if this were true there would be some follow-on terrorist/criminal/foreign action--unless this was a test or probe for some later bigger action.

The target was FirstNet which is a secure network for law enforcement and other emergency services.

This is also the comms that National Guard and likely other military use domestically.
