#5 Check the bolts in the power supply lines disconnect - usually on the side of the building - they are likely loose and behind the companies sealing wire.

Plumbing - likely copper air chambers (actually a vacuum chamber) is filled with water. Solution is to drain the water in the house with supply turned off and then refill. Example chamber:

#7 As for the flickering lights, might be one of those new-fangled European electric conservation requirements that automatically shuts the power off to devices at varying times. Wait until that hits the states.

(Reminds me of an old Mr. Bean sketch with the electrical supply being coin-operated)
