#2 This is a very important step in establishing a national presence that can be trusted. I read an interview with a "warlord" a while back in which he hoped the national government could keep neighboring groups off his back so he could go back to being a civilian leader and farmer. He had been fighting the Russians and then the Taliban, and hoped this was the end of it.
