#1 Nawaz Sharif should have known better than to expect that his permission was needed to deploy nuclear weapons.

Benazir Bhutto was denied permission to visit the Kahuta Uranium enrichment plant run by AQ Khan when she was Prime Minister of the country.
The Saudi Prince Sultan Bin Abdul Aziz was however given a grand tour (after all they probably paid for the place).

The Pakistan state doesn't have an army. It is the army that has a state. A true praetorian setup.
