#2 THIS is the sort of thing that many of us have been wanting to see since late 2004, at least. Variations on this have been tried in a few places. I'd like to see an analysis of the different situations and the effectiveness of the different packages of tactics applied. My impression is that they have always been successful. D'oh! Note the reference to "discomfort" for the citizens. Imagine that, in a war .....
