Under these circumstances How about Mayor Job Cohen making the Islamics in his city an offer they can't refuse.

#3 The story behind the scenes is actually immigration.

About a decade ago, the red light district was dominated by local talent, the girls were unionized and things were pretty orderly. Then a huge number of eastern European and "Asian" girls were brought in by human traffickers and pimped, which screwed things up.
