#8 sinse, not quite: if the pirates attack foreign ships in those waters it is the territorial country who can punish them, not us without permission.

Witness the sensitivity of surrounding countries re: any US presence in the Malacca/Singapore straits.

1. Most of the attacks occur in international waters. The pirates then flee into territorial waters. It then falls to that nation to deal with it.

2. Even if the attacks occur in territorial waters, it still falls to that nation to deal with it.

You may not like it, but there's a reason the law's been around for 300+ years. It prevents other nations, non-governmental orgs, and international groups from doing objectionable things in your territorial waters, like seizing vessels or say, shelling some industrialist's beachfront house.

bother to notice, those warships are protecting shipping in international waters.
