#1 I have a feeling that a Singapore-style combination of fines, flogging and significant jail terms for illegal immigrants should do the trick. The problem is that Italians no longer have the stones to do this kind of thing.

#2 It's been pretty clears for quite some time now that african countries are using immigration as a lever to pressure the european countries - not only does their exported population give them leverage in internal european policies (like the french muslim council which is a tool of the moroccans & algerians), but the rising tide of migration allows them to blackmail euro gvts. So, they really get to win on all sides, lybia is pretty good at that, extorting money and ressources to "fight" immigration (which it can certainly do, as demonstrated by the occasional severity of the repression against the black africans migrants, up to and including mass pogroms by the locals, I recall reading about one in the late 90's that did over 300 deaths - generally speaking, north african arab countries plays rather hard with african migrants, a 180° from the european treatment they get here), but they can play the "bad cop" and ask for more, or they won't do anymore what they already don't do... plus kaddaffy can boast to a tumbuctu crowd that thanks to immigration, Europe will soon be muslim.

Morocco does that a lot too, they pressure Spain with letting illegals cross their side of the border around the spanish enclaves and then rush the spanish side... but when they want to act out, they certainly do so, and have no qualms leaving hundred of blacks stranded in the desert, to be cared for by... western NGOs!
