#1 Since Roman times, the means the political losers employed to discredit the victors is always turn to the books to impeach the reputation of those who deliver the victory. War is messy. War by definition is chaos. You're going to lose accountability for a funds and stuff. The more constraints you put on moving resources, the less latitude you have in executing the mission. Don't recall too many accountants being successful military commanders.
