#1 I wonder if the Pakistan Gov leadership will brush this off? Seems pretty direct and clear to me. The Taliban have threatened the lives of the leadership (and just for good measure, their families) of the state of Pakistan. This pretty clearly defines the Taliban as enemies of the state of Pakistan. Too simple? Am I missing something? Is the source suspect? (Not that we would EVER doubt something coming out of Iran Press TV)

#2 Good questions, Whiskey Mike. But note that the threats are against the civilian leadership, not the Army generals who are commanding the fight against the Taliban conquests. Why would the Taliban threaten those who have no impact on what's being done, but not those who are supposedly killing them in their hundreds?
