#2 The officials say they are hoping the plan, called the Community Defense Initiative

Kinda like the old Civilian Irregular Defense Groups (SF/CIDG). Good stuff if #1. You plan for the long-term, training, finance, medical, etc. #2. You plan for a relief of camps via QRF and Arty/Tac Air if attacked. #3. You do not turn over control to the host nation army without strict command & control measures.
