So he raped a child and instead of being hanged by the balls was out just 4 years later? What kind of justice is this? Europe's?

In other words was preparing to rape him/her.

In February 1996, he was again paroled but was returned to prison in June 1998 with a life sentence for aggravated sexual assault.

So despite being a reincident and several parole violations this guy had been released again to make another victim. How about jailing/shooting the people who released him?
