#1 This guy worked to develop a "peace keeping" army while we are trying to develop a fighting army while the fighting is ongoing. I don't think a lot of his theories carry over. Even the tribal attitudes are not the same.

#2 Agreed. He also started with a mostly-functioning central with nation-wide authority, and a semblance of a national infrastructure.

There also isn't a 'Pakistan' for a neighbor.
