#1 I would enjoy seeing the Texas Rangers deployed to El Paso, with instructions that any bad guy they meet up with who volunteers to get a government paid for bullet be provided with one or more as the Rangers see fit.

#2 Texas also has something similar to the national guard called the Texas Guard. Worked with them before. Just don't mess with Texas...
