#2 The governor of Texas should quietly let it be known that Texas State Troopers or Texas Rangers who identify such cartel killers shouldn't try overly hard to arrest them when doing so might endanger their lives or the lives of the general public. Instead they should insure that such badmen no longer remain a threat, as they see fit.

Likewise, inquests of such events should give extra weight to the professional opinion of lawmen on the scene of the shooting, on the assumption that "Them fellers know what they's doing."
