#1 This is sufficient to impeach him. The Constitution of the United States does not give the president any such authority. Executive orders can ONLY be used to manage the executive branch of the Federal government. They have no authority beyond that. Any attempt to do otherwise needs to be met with total opposition, in every way possible.
