It is possible that IDF retirees have been contracted by the Kurdistan Govt. to teach their own troops how to improve their response to terrorist attacks. If so, good for Kurdistan (and yes, IIUC, 'Kurdistan' is what the folks call it more and more often as opposed to the 'Kurdish provinces of Iraq' (and Erdogan really, really, really, hates that).
