#1 Ah, they're just reneging on deals made for services already rendered. They've been doing this bit by bit since the early 90s. The pols have been lying through their teeth about covering costs. More fun to spend money on 'bread and games' to keep their voters happy. It's the canary in the mine as an unquestionable warning that all government regulated and run health care is not going to be economically viable or sustainable.
