#5 If a single police officer is assassinated, declare war and issue a "kill on sight" order. Ask the state to call up the general militia, and let them take on the task of weeding these jokers out of the population. That'll scare the sh$$ out of everybody that even THINKS of joining a gang. Pile the bodies up, bury them in an unmarked masked grave, and don't let anyone know where it is. Problem solved. Future problems deterred.
