Most likely she got hit when the Mexican cops were shooting at the truck.

Perhaps she entered Mexico illegally.

Lots of US cits live in Mexican towns along the border and work in the US. Tijuana and San Diego as an example. Cost of living is cheaper. Of course you have to deal with all that comes from living in Mexico.
