The only solution, if Gaza were to return to Arab hands, is to give the place to Egypt. At least you can then target a proper (hah) government with sanctions and strikes for misdeeds.

#3 Do the deed in concert with Egypt, indeed cede Gaza to a business coalition of Egypt and Israel. Cooperation with Egypt would benefit Egypt/Israel politically and also give Gazans an alternative to Hamas/Abbas.
