#2 There's something wrong here. Not just behind Canada and Chile.

The top 10: Hong Kong, Singapore, New Zealand, Switzerland, United Arab Emirates, Mauritius, Jordan, Ireland, Canada, with the United Kingdom and Chile tied at 10.

#3 California, Illinois, Massachusetts, New Jersey, New York sort of drag the whole thing down laden with the barnacles of graft, corruption, and cronyism. The price of tolerating graft, as long as your guys are doing it.

#4 I'd agree, if the Institute proffered more numbers and less ideology. Right now it ranks right up there with the Center for Science in the Public Interest for legitimacy.
