#1 Don't know if it is true*, but it's a brilliant propaganda ploy - it has something for everyone.
a) It supports the view (which they'd held anyway) that Trump's election is illegitimate for anti-Trumpers.
b) It gets "intelligence community" of the hook for (manifestly) false earlier statements they've made on behalf of their political masters.
c) It even appeals to Trump voters - the Russkies are too stupid to understand us.

*If it's true, we'll hear something about purges among FSB USA analysts.

#4 Basically the entire thing was someone's opinion. No sources, not even a reference to a confidential informant somewhere or a counter hack. Just opinion based on feelings. If this is the utter rubbish they spew out, no wonder Trump has no interest in daily briefings from them.
