#2 No, it is not entering a "new phase" it is returning to Phase One of the "Management of Savagery." Back to creating regions of savagery or zones of chaos for them to exploit and move to fill. Phase two is building popular support and phase three is establishment of the caliphate. AQ thought IS moved way to quickly to phase 3, and that they would be destroyed once they did so... AQ was correct.

So, it is not a "new phase" it is back to phase one.
