#1 In particular, the wisdom of using Chinese immigrants to spy on their native land seems unwise, given Beijing’s habit of ruthlessly exploiting Overseas Chinese for espionage.

The issue is that their family members can be persecuted in their home countries. It's one thing to recruit a spy in China who doesn't have access to the identities of other spies, and quite another to allow a Chinese-born agent-runner access to the identities of Chinese assets back in his home country.
