#1 From what I read elsewhere Iraq will agree to nothing until it sees how the national voting plays out in May and calculates how to deal with Iran and the Shite militias. They claimed to be able to control these areas and that's why Iraq let them attempt it. They have failed at it but Iran still doesn't want to see Peshmerga anywhere.
