Applied to other terms for perpetrators of illegal acts, this BS terminology would yield:

untitled possessor: car thief

uncertified practitioner: quack

unpermissioned partner: rapist

#3 Lex, there's a historic article by George Orwell about this bureaucratized jargon. Very direct and scathing. He reviewed how his contemporary 'scholars' were also changing the english language to suit politicians' needs for vagueness and moral ambiguity.
