There was a long period where France wasn't even in NATO. They seem to be covered on all sides, so they can do what they want.

#5 If France won't honor the terms of the new agreement, kick them out. You can start slowly by cutting them from communications updates until their check arrives...if it doesn't appear quickly enough, adopt sterner measures until they're literally out of the alliance.
