#2 The WHO is an agency of the UN. It is immune from lawsuits under international treaty (the convention on privileges and immunities of the UN). The US senate has ratified this treaty.

#3 The US Court of Appeals for the Second Circuit ruled the Convention on Privileges and Immunities of the United Nations to be Self-Executing and upheld the Immunity of United Nations and of Former UN Officials in March 2010.
