#4 Chris, I think that argument could be made; forced quartering of state agents. In fact, 'during wartime' would be a subgroup of 'during emergency'.

To create the illusion of private property rights, many question must still be asked: accordingly what is the substitute for fair trade lodging fees? Who does the maintenance if residents are not allowed outside? What is the compensation if/when residents are released to de-con the structure and/or replaces fabrics? Food? What about damages due to the various forms of cabin fever, cuz if they can't keep drugs out of prisons this is an impossibility? Who is liable for the eventual theft, rape, medical emergency, or fire? What happens when a group decides they have had enough and decide to leave - lock the doors, armed guards?

No way should they sign onto this and expose themselves legally to any and all misdeeds with a poor-faith business partner with the full power and protection of law on their side. Say one of these places burns down, hundreds dead included those who actually paid to stay. Lawsuit. State: oh, well your residence wasn't up to fire code. It was a campfire! Ah, so you admit your rooms were not properly constructed for any residents. This building wasn't designed for homeless people! Ah, discriminatory and negligent, and racist. Tsk, tsk.

Place is going to be ruined, you on the hook, no make them take it, maybe have your day in court but avoid the hanging.

#5 How many employees in the City of LA are qualified property rental managers?

Without the cooperation of the housing and rental industry they have nothing. The Gov may take a couple scalps to make a show but will have to back down. Cooperate, and your business will never again be yours. Go ahead, apply for eviction of non-paying, see how that works for ya.

#6 The chickens are coming home to roost. All this time Garcetti and his ilk thought it was OK to let these people sleep, pee and poop on the streets instead of incarcerating them in tent cities or barracks out in the boondocks like any responsible government would do to vagrants and the mentally ill. Well, it was OK until it wasn't. If I had to stay in a Los Angeles hotel, which I hope I never do, I'll be sure to look for the ones that the LA City Council identifies as being "unwilling to participate" in this cockeyed scheme of theirs.
