#2 Dead and power struggle? Absolutely possible, but his international problems are otherwise occupied. Add into the mix he has his own resort, a yacht, a couple of thousand whores, a mid size remuda of chefs and wine/intoxicant cellar one must imagine to be extensive. Time will tell, but there are a great many things he could be doing.
