#1 When you start off at the bottom (Louisiana, Mississippi, New Mexico), its a challenge to be 'hit' hard financially. Got to have something to lose something. New Mexico is cushioned by being a NIMBY state. They have a lot of federal government operations that other states don't want (you want a nuclear waste site?). How much of the government was furloughed? None.
