#1 A nation's Territorial Sea and Exclusive Economic Zone are what they are and are determined by existing International Law of the Sea. I believe this boundary shift occurs because there is no agreement between Turkey and Greece. The Greek islands that front the Turkish peninsula make such an agreement (from the Turkish standpoint) most indigestible. As far as Greece is concerned, Turkish claims in the eastern Med now approach a causus belli.
