The PRC has a big artificially enhanced base near Fiery Cross Reef at about 9d30min N and 113d E.

The center of Goni will likely pass several hundred miles north (about 14N). However wave action will be significant.

Local reports are that the retaining walls of the PRC base were not made with adequate waterproofing sealant and are already decaying.
