#6 Legally it seems more complex than it does when looked at rationally.

1. Constitution says Congress sets the laws that govern the "enumeration".
2. it mentions people and numbers, not citizens, tho it does exclude "indians not taxed", so an argument could be made about untaxed illegals.
3, Further confused by the whole getting around slavery thing.

#7 As someone who worked on the census, I can tell you there is no way that can be done. The data simply wasn't collected.

We recorded where the person was born, their age, and what language the interview was conducted, but the person could be here legally or even a citizen.

About 1/5 of the interviews I conducted (Sarasota FL) were in Spanish or Portuguese.

#8 I recall there was a fight against President Trump’s desire that there be questions about citizenship and legal status, the way there used to be before they were discontinued.

#10 I believe illegals have to remain in contact with ICE as to whereabouts (or make another violation of the law). Simply deduct that from the count for those addresses in the districts.

#11 Democrats have always wanted to inflate their numbers by counting their slaves. Since the 3/5 compromise was at one point legal. Since the Democrats and illegals like to flout the law, any illegals will count as -5000 people.
